James Lawless: I thank the Minister of State but it sounds like "No" is the answer. The committee has approved the Bill and the Dáil has approved it twice, yet we are here again two years on. The Minister of State referred to the Ceann Comhairle but the Ceann Comhairle chastised the Government in a message saying it was not in keeping with the spirit or the letter of the memorandum of understanding....

James Lawless: Perhaps I can ask about the Minister of State's decision. I would like to compare and contrast the advice given to the previous Minister of State which stated that a money message was not required with the advice given to the current Minister of State that states a money message is required. We could then tease out the difference, apart from time and political climate, among ourselves.
