The Minister of State referred to the Ceann Comhairle but the Ceann Comhairle chastised the Government in a message saying it was not in keeping with the spirit or the letter of the memorandum of understanding....

I would like to compare and contrast the advice given to the previous Minister of State which stated that a money message was not required with the advice given to the current Minister of State that states a money message is required. We could then tease out the difference, apart from time and political climate, among ourselves.
