Brian Leddin: There is a reduction in subhead E11, which is the climate action fund, over last year's Estimate. Is this due to a slowdown in the delivery or is it a projected expenditure in line with the projections through to 2027 for that fund?

Brian Leddin: As no other members have questions on programme E, I will ask about subhead E4, the carbon fund. I note the reduced figure in the 2020 Estimate. This reduction may be for a good reason. Perhaps we do not need to be purchasing carbon units. I ask the Minister to elaborate on that.
