Seanad: Order of Business. (1 Jun 2005)

Paschal Mooney: This House is an ideal vehicle to do that. I would be grateful if the Leader might, in the context of the Committee on Procedure and Privileges, initiate some process to acknowledge the occasion of Aung San Suu Kyi's birthday to give maximum effect to the publicity that hopefully would surround it. In the same vein, this House rightly condemned the imprisonment of a frontline defender who was...

Seanad: Order of Business. (24 May 2005)

Paschal Mooney: No, it is not.

Seanad: Order of Business. (19 May 2005)

Paschal Mooney: I am pleased that my colleague, Senator Ross, alluded to yesterday's debate. This was the main reason I indicated to speak. The Leader and the Committee on Procedure and Privileges are to be applauded for facilitating the Seanad in embarking on a new and challenging route in establishing a dialogue with Members of the European Parliament. However, with the exception of The Irish Times, there...

Seanad: Order of Business. (19 May 2005)

Paschal Mooney: An entire day was set aside for this debate on the EU constitutional treaty. Anyone who reads even part of that debate will have a better understanding of the treaty's provisions. Senator McHugh referred to his constituents' lack of awareness of the role of Seanad. The same is probably true throughout the State. It is unacceptable and it is past time something was done about it.

Seanad: Order of Business. (19 May 2005)

Paschal Mooney: RTE did not refer to any Senator.

Seanad: Child Care Facilities. (18 May 2005)

Paschal Mooney: I welcome my friend and colleague, the Minister of State at the Department of Transport, Deputy Callely, to the House. I declare an interest in that I am chairman of the County Leitrim child care committee with which I am proud to be associated since it was statutorily set up. I am also the parent of a special needs child and consequently would have a wider agenda in terms of the provision of...

Seanad: Child Care Facilities. (18 May 2005)

Paschal Mooney: I thank the Minister of State on behalf of our colleague, the Minister of State, Deputy Brian Lenihan, and for his kind remarks about my modest contribution in this area.

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: I thank the Senator and call on Deputy Mairead McGuinness, MEP.

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: Yes she is.

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: For the record, my understanding is that the proper designation for Members of the European Parliament is "Deputy".

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: Like my colleagues, I welcome our distinguished visitors to the House. I could not help but reflect on what Senator Norris had to say. When he talked about the blather of the war, I was thinking about all the homosexuals who were incarcerated in concentration camps. The treaty and the whole European Union project are about ensuring that such an event would never happen again. I did not defend...

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: While I do not know the man from Adam——

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: In the context of the European constitution and the purpose of the Union, which is about tolerance equality, and equity, that was an example of what can happen when somebody goes against the mainstream view. Voltaire was not too far wrong and perhaps Senator Norris might reflect on that matter also.

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: This year is the 50th anniversary of the adoption of the European flag. It was adopted originally by the Council of Europe and was subsequently adopted as the European flag by the European Union. The person responsible for designing the flag was an Irish man, Gerard Slevin, the then Chief Herald of Ireland, in 1955.

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: I said he was an Irishman. I presume Cork is part of Ireland. When the first referendum took place to allow entry into the EEC, I, along with my late father and my very much alive mother, was part of the 18% who voted against. I did so for a variety of reasons. The reasons put forward at the time are the same ones put forward by those opposed to the constitution. Senator Mansergh referred to...

Seanad: Constitution for Europe: Statements. (18 May 2005)

Paschal Mooney: If there is a challenge at all in the context of this European treaty debate, from the point of view of a parliamentarian and a member of the Joint Committee on Foreign Affairs, and with other colleagues on House committees who have been subjected to the scrutiny process so far, I can say that it is deeply flawed. I do not know who is responsible for the dispersal of funds, whether it be the...

Seanad: Safety, Health and Welfare at Work Bill 2004: Second Stage. (11 May 2005)

Paschal Mooney: I am pleased to have the opportunity to contribute to the Bill. I concur with the Leader's remarks on farm accidents. My wife, who grew up on a farm, often remarked that those from an urban background do not appreciate farming culture. However, in the context of the use of high technology on farms, it is tragic to hear of young children who fall off or are pinned under tractors. This happens...

Seanad: Safety, Health and Welfare at Work Bill 2004: Second Stage. (11 May 2005)

Paschal Mooney: Is that agreed? Agreed.

Seanad: Order of Business. (28 Apr 2005)

Paschal Mooney: The Commission statement regarding the directive is yet another example of somebody, somewhere in the EU, deciding that he or she wishes to interfere in the domestic politics of this country in an adverse fashion, just as they did to an extraordinary degree during the debate on the Treaty of Nice, when Romano Prodi came to Ireland, more or less lecturing us on what we should do. If the EU...

Seanad: Order of Business. (28 Apr 2005)

Paschal Mooney: What has been coming from the European Commission——
