Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: Dr. O'Carroll has just one minute to respond, unfortunately.

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: I thank Dr. O'Carroll. I am taking the second Fianna Fáil slot. Many of the questions have already been asked. I would like to briefly clarify a few points. During this committee's work, we have focused on the provision of homeless services by private operators or contractors. Did Dr. O'Carroll compare the mortality rate among the people who were in those private services with those...

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: Yes. Could he give us a comparison of the figures for the two?

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: Because it is a DRHE report, the figures relate to Dublin. How does the mortality rate compare with other cities across Europe?

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: Dr. O'Carroll mentioned that there is one single agency. Given that the report was commissioned by the DRHE, does he believe it should be the agency that has the main responsibility for the implementation of the recommendations, as opposed to attributing responsibility across numerous sectors? It would require additional support from the Department. I tend to agree with Dr. O'Carroll that...

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: My final question relates to dual diagnosis. A new clinical lead for dual diagnosis has been nominated and it is proposed to recruit up to 50 additional staff for that area. How does he see the general service for dual diagnosis, which is very welcome, interacting with the homeless services? Unfortunately, Dr. O'Carroll has a very short time to answer.

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: I thank Dr. O'Carroll. I will move on to Deputy Steven Matthews.

Paul McAuliffe: The next speaker is Deputy O'Donoghue.

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: The next speaker is Senator Mary Fitzpatrick. I ask the Senator to clarify that Deputy Flaherty is not present.

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: We have just enough time for our final speaker, Senator Cummins.

Joint Oireachtas Committee on Housing, Planning and Local Government: Interim Report on Mortality in Single Homeless Population 2020: Engagement with HSE (24 Jun 2021)

Paul McAuliffe: I thank Dr. O'Carroll for attending today. He might be sorry he accepted our invitation because on several occasions I heard members suggesting we would have him back to discuss different items. We will be back in touch with him on that. I again thank Dr. O'Carroll for circulating his report and slides, and for being so helpful.

Residential Tenancies (No. 2) Bill 2021: Second Stage (23 Jun 2021)

Paul McAuliffe: This is the fifth Bill that has been introduced by the Government since it took office last summer to safeguard tenants during the pandemic. The Bill extends the protections to tenants affected by Covid-19 by a further six months until 12 January 2022. The number of people that have directly invoked this legal protection has remained small so far, but the legislation has also had a chilling...

Written Answers — Department of Finance: Departmental Schemes (22 Jun 2021)

Paul McAuliffe: 221. To ask the Minister for Finance if he is considering amending the help-to-buy scheme to include the best four of the past five years of PAYE income given the impact of Covid-19 and the large number of persons who received the pandemic unemployment payment thus paying less tax than in previous years; and if he will make a statement on the matter. [33017/21]

Written Answers — Department of Justice and Equality: International Protection (22 Jun 2021)

Paul McAuliffe: 496. To ask the Tánaiste and Minister for Justice and Equality the status of a family (details supplied) which has moved from the International Protections Appeals Tribunal to her discretion; and if she will make a statement on the matter. [33059/21]

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Electoral Reform Bill: Discussion (Resumed) (22 Jun 2021)

Paul McAuliffe: I thank the Minister of State for commenting on the pre-legislative scrutiny process. As members, we all discovered that the process itself was very valuable in teasing out not only the issues within the Bill but those that might not be in it. I first want to say that I welcome the electoral reform Bill. It is something on which we have been waiting for the best part of three decades. I...

Saincheisteanna Tráthúla - Topical Issue Debate: Employment Support Services (17 Jun 2021)

Paul McAuliffe: I have heard the Minister of State's contribution here and heard the Minister's yesterday. I welcome that she will meet with a number of Fianna Fáil backbench Deputies about this because we are greatly concerned about it. My local employment service, as with many across the country, issued a press release last week stating that the Government was implementing a for-profit model that...

Saincheisteanna Tráthúla - Topical Issue Debate: Employment Support Services (17 Jun 2021)

Paul McAuliffe: This year, there will be two important developments for the jobs club networks and local employment service networks across the country. One is that we will have an extension of the services to those areas that are not currently covered, which I welcome. We have strong local employment services in our area and we greatly value the contribution they make. I can imagine the gap they would...

Written Answers — Department of Transport, Tourism and Sport: Taxi Licences (17 Jun 2021)

Paul McAuliffe: 48. To ask the Minister for Transport, Tourism and Sport his plans to extend the ten-year rule for taxi drivers in view of the severe impact that Covid-19 has had on the industry; and if he will make a statement on the matter. [32403/21]

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Paul McAuliffe: Only 90 minutes in this session remain. Could we get through the amendments more quickly if we remained in the committee room? I cannot see a reason for us not to do so.

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Paul McAuliffe: I appreciate the Minister suggesting that he will seek to address it on Report Stage. I want to progress the Bill but it is very clear that the Opposition wants to ensure that this is purely a land amalgamation agency, whereas the Government wants to ensure this is an agency that builds affordable homes for people. The Minister has already said that in places like Dublin, the 20% Part V...
