Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: Through the Chair. Senator Craughwell might outline to me what he would like the Leader to propose.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: It might be fair to the Minister of State to allow her to make a contribution before we take the Leader's amendment, if that is agreeable.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: It is a fluid situation. Would the Minister of State like to contribute on the matters outlined so far?

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I thank the Minister of State. As a former Senator, she is more than familiar with the workings of this House.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: It is fair for me to make this point as the Acting Chairperson. Without any suggestion that we do not follow the course of action outlined, there are Government amendments proposed for the legislation by the Minister of State and they will, most likely, be accepted by the House. It would then go back as amended legislation to the Dáil and its Members would be dealing with it at a...

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: It does not take away from the Senator's point that it might be useful for the committee to discuss this further. I am just saying it is not the case that Deputies will not have the opportunity to discuss this legislation again. They definitely will.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I have been advised, although I would have been aware of this anyway, that the Bill is on Committee Stage and not in pre-legislative scrutiny. If it goes to the committee, it would be on Committee Stage and Senators would not have a role at that point. With a pure Committee Stage, it would go to the select committee.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: Does Senator Boylan wish to comment at this point?

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: Does Senator Dooley wish to comment?

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I am absolutely in the hands of everybody in this Chamber and I am only following the Order of Business as proposed. I happen to be a member of the transport committee, although I am neutral when chairing the Seanad. I understand totally the concerns coming from IALPA and members of the committee. If I were sitting down there instead of up here, I would probably be saying some of what is...

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I have a proposed wording, if the Leader wishes to make a proposal.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: The Leader may propose that, notwithstanding the order of the House today, the debate on No. 2 be now adjourned.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: Is that agreed? Agreed.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Broadband Plan Update: National Broadband Ireland (27 Jan 2022)

Gerry Horkan: My first question was the same because I had a recollection that they were not. I listened to the opening statement, looked at the briefing documents and listened to the questions from other members. Therefore, many of the questions have been articulated. The more information that NBI can put out, constituency by constituency, the better. I have to confess that living in Rathdown,...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Broadband Plan Update: National Broadband Ireland (27 Jan 2022)

Gerry Horkan: How about in terms of the BCPs or in terms of going out?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Broadband Plan Update: National Broadband Ireland (27 Jan 2022)

Gerry Horkan: It is a focus on the primary rather than the secondary at the moment.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Broadband Plan Update: National Broadband Ireland (27 Jan 2022)

Gerry Horkan: That is fine. On the website, there is a lot of information. We got a briefing document this morning of 84 pages of a summary, though it is hard to say that an 84-page document is a summary. However, of a 3,500-page document, I suppose it is. I did not get a chance and I am sure the Chairman also did not get a chance to go through the full document.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Broadband Plan Update: National Broadband Ireland (27 Jan 2022)

Gerry Horkan: She was probably part of the process to trim it from 3,500 to 84 pages. At its very simplest, perhaps NBI representatives could tell us some of the figures. I have heard figures talked about at €2.1 billion, €2.5 billion and €2.9 billion, or €2.7 billion because it is not VAT or something. What is the State's exposure in total? What is the worst-case scenario...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Broadband Plan Update: National Broadband Ireland (27 Jan 2022)

Gerry Horkan: There are the rental costs over 25 years and the actual build costs of putting out contractors, replacing poles and doing all the things NBI is doing itself. The State is picking up the tab for most of that, is that correct?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Broadband Plan Update: National Broadband Ireland (27 Jan 2022)

Gerry Horkan: That is another point. The State is somewhere between €2.2 billion, €2.7 billion or €2.9 billion and obviously all the consumers will be paying their way. I accept that people will get their share of the proceeds along the way, that is, the people from whom NBI is renting the poles, but that is in the €900 million. What is the money put in by the investors...
