In responding to Deputy Christopher O'Sullivan's question on the role of local authorities, Professor FitzGerald elaborated on the adaptation side of their role. Will he comment on the mitigation side? I am thinking in particular of housing provision and transport planning, which are two of the big areas of climate challenge.
