It is the most expensive approach by far. There is nothing to show for it in the end. It is certainly not value for money. How much of that budget is spent on lease-to-lease arrangements, as opposed to lease-to-buy arrangements? What happens to the families when the lease expires?

They have no guaranteed place to go. I could cite numerous incidents proving this. They are certainly not housed. The State has paid the lease for 25 years and has nothing to show for it.
