- Committee of Inquiry into the Banking Crisis: Context Phase (17 Dec 2014)
John Paul Phelan: I also welcome Mr. Nyberg. I wish to ask Mr. Nyberg, first, about a radio interview he did on 29 September 2013. In conjunction with his report, he was asked about the role of a future parliamentary inquiry. He appeared to pour cold water on the prospect of an outcome from such an inquiry, at least that is what was subsequently significantly reported in the Irish print media. In light of...
- Health Services: Motion (Resumed) [Private Members] (3 Dec 2014)
John Paul Phelan: Fair play to Commissioner Hogan, indeed, and to others - well pointed out, Deputy Kelleher. I myself had some slight hand in it being built, if I could be so presumptuous as to suggest it. For the past number of years and to this day, the emergency department in St. Luke's in Kilkenny was in what was originally designed as the washing-up area of the original hospital that was built in the...
- Health Services: Motion (Resumed) [Private Members] (3 Dec 2014)
John Paul Phelan: I am glad to have the opportunity to raise some issues regarding the recently published HSE service plan. I thank Fianna Fáil for putting forward this motion, despite the fact the first sentence states the health services are under funded. It seems Fianna Fáil has no sense of shame or humility regarding the reason for the series of cuts over the past seven or eight years in...
- Health Insurance (Amendment) Bill 2014: Second Stage (Resumed) (27 Nov 2014)
John Paul Phelan: Rather shockingly, I must admit to being the third of the past five speakers to have visited Cuba. I did so a number of years ago on the expectation that President Castro would not be around for much longer and the country would greatly change in the coming years. While certain aspects of the health service might work pretty well, the Minister referred to cancer survival rates not being...
- Written Answers — Department of Justice and Equality: Garda Strength (27 Nov 2014)
John Paul Phelan: 111. To ask the Minister for Justice and Equality the number of gardaí in An Garda Síochána from 1970 to the present, broken down annually. [45662/14]
- Written Answers — Department of Transport, Tourism and Sport: Public Transport (27 Nov 2014)
John Paul Phelan: 218. To ask the Minister for Transport, Tourism and Sport the status of the feasibility report on the new Cabra-Finglas link bus, which is due before end of November 2014. [45661/14]
- Written Answers — Department of Public Expenditure and Reform: Public Sector Pensions Levy (18 Nov 2014)
John Paul Phelan: 194. To ask the Minister for Public Expenditure and Reform his proposals to remove the pension levy on public sector pensions; and if he will make a statement on the matter. [44379/14]
- Joint Oireachtas Committee on Justice, Defence and Equality: Reserve Defence Force Reorganisation: RDFRA (12 Nov 2014)
John Paul Phelan: Again, the middle management issues sound a great deal like politics.
- Joint Oireachtas Committee on Justice, Defence and Equality: Reserve Defence Force Reorganisation: RDFRA (12 Nov 2014)
John Paul Phelan: I welcome the presentation, which was a fairly strong, no holds barred effort. I must confess I have no family or other involvement in the Reserve Defence Force. Most, if not all, of what I have heard today is new to me. I have some sympathy with Mr. Cooney's point in relation to stresses at home in terms of time. He should try politics some time.
- Joint Oireachtas Committee on Justice, Defence and Equality: Reserve Defence Force Reorganisation: RDFRA (12 Nov 2014)
John Paul Phelan: We can all empathise with his remarks in that regard.
- Joint Oireachtas Committee on Justice, Defence and Equality: Reserve Defence Force Reorganisation: RDFRA (12 Nov 2014)
John Paul Phelan: I seek clarification on a couple of the statistics provided. In regard to the figure of 1,700, does that include the 40 people recruited at the start of this year?
- Joint Oireachtas Committee on Justice, Defence and Equality: Reserve Defence Force Reorganisation: RDFRA (12 Nov 2014)
John Paul Phelan: The figure of 9,500 was also mentioned. Is that a historic figure in respect of reserves or does it include former FCA members?
- Joint Oireachtas Committee on Justice, Defence and Equality: Reserve Defence Force Reorganisation: RDFRA (12 Nov 2014)
John Paul Phelan: There is a perception - the witnesses can disabuse me of this if it is not correct - that there is a significant turnover in terms of involvement in the RDF. As stated earlier by Mr. Cooney people often join when they are young and have few commitments and then leave.
- Joint Oireachtas Committee on Justice, Defence and Equality: Reserve Defence Force Reorganisation: RDFRA (12 Nov 2014)
John Paul Phelan: People who get involved tend to stay involved. Mr. Cooney stated that the management structure following on from the reorganisation - which we are now 20 plus months into - the new structure still has not been put into operation. Is that new structure likely to be put in place any time soon?
- Social Welfare Bill 2014: Second Stage (Resumed) (11 Nov 2014)
John Paul Phelan: I echo the sentiments of the immediately previous speakers on the measures contained in the Social Welfare Bill. The Bill is an annual event to give effect to the changes in social welfare announced on budget day. This year is the first time in five or six years that we have seen not alone significant increases in existing schemes and payments but also the introduction of a couple of new...
- Topical Issue Debate: Green Paper on Energy Submissions (6 Nov 2014)
John Paul Phelan: I welcome the Minister's answer, in particular the fact that the review is to be published in early 2015. A lot has happened since 2008. There is an interesting paragraph in the Minister's response where he speaks of the ESB and Eirgrid working closely together, as one would assume they would. The point of raising this issue is that the ESB, in its submission, clearly pointed out that the...
- Topical Issue Debate: Green Paper on Energy Submissions (6 Nov 2014)
John Paul Phelan: I thank the Minister for attending the House to discuss this important issue and the Ceann Comhairle for selecting it for discussion. In the short time available to me, I propose to make a couple of points. There has been much media coverage in the past two weeks of a report that was commissioned by the ESB and submitted as part of the consultation process on the Government's Green...
- Finance Bill 2014: Second Stage (Resumed) (5 Nov 2014)
John Paul Phelan: Because it is a city.
- Finance Bill 2014: Second Stage (Resumed) (5 Nov 2014)
John Paul Phelan: That is not true.
- Finance Bill 2014: Second Stage (Resumed) (5 Nov 2014)
John Paul Phelan: I thank Deputy Fergus O'Dowd for his compliments, but my hurling days are behind me at this stage. I will correct my earlier interruptions. I would have no difficulty if Drogheda was to be included in the living city initiative, although it would have to be renamed the living town initiative. Seeing as it is called the living city initiative, it is only appropriate that all cities are...
