Fintan Warfield: I am not proposing a policy of disorder but all sorts of question arise if the local authority is the gatekeeper of artistic expression. I am not talking about advertising or political pieces of work. All sorts of questions about artistic freedom and independence arise if the local authority is the only body that can give the okay to art. That is the perspective from which I am coming.
