Joint Oireachtas Committee on Education and Social Protection: Review of Vote 37: Minister for Social Protection (17 Sep 2014)

Ray Butler: I agree with the Minister that the JobsPlus scheme has been excellent. Many business people and companies are accessing JobsPlus through my office, naturally enough being the local Deputy and having a direct line. It has been very successful. I thank Deputy O'Dea for bringing up the issue of the self-employed. The Mangan report proposed that instead of having the S class stamp, we bring...

Joint Oireachtas Committee on Education and Social Protection: Review of Vote 37: Minister for Social Protection (17 Sep 2014)

Ray Butler: I want to follow up on what the Minister has just said because in recent months we have been dealing with the community welfare officer. In one case they had not got any money and €6,000 was granted for the funeral expenses. In another case they had €3,500 and the balance was sent to the undertaker. It is working very well and the community welfare officers are doing a great job.

Topical Issue Debate: Social Welfare Code (9 Jul 2014)

Ray Butler: I thank the Minister for his positive response. I thank the outgoing Minister for Social Protection, Deputy Burton, for all the help she has given the self-employed through her Department. Hopefully, the new Minister will finally put the new stamp in place. We are the only country in industrialised Europe that does not offer social protection for the self-employed. We have come a long way...

Topical Issue Debate: Social Welfare Code (9 Jul 2014)

Ray Butler: I would have liked to have spoken a couple of weeks ago during the debate on the Social Welfare and Pensions Bill, but my mother passed away that week and I was not able to do so. I am very grateful to have the opportunity today to speak about the provision of social protection measures for the self-employed, a matter I have continued to raise at meetings of the Oireachtas Joint Committee on...

Ray Butler: When is publication expected of the noise nuisance Bill to extend and improve the powers available to enforcement authorities to prevent, reduce and abate noise nuisance through on-the-spot fines? We all encountered this major issue when canvassing in estates recently. Three or four dogs could be kept in houses with no gardens or facilities. We must introduce laws, as this is an issue of...

Order of Business (12 Jun 2014)

Ray Butler: When is publication of the Bill on the sale of loan books to unregulated third parties, which will introduce legislation to cater for the sale of loan books by regulated financial institutions to unregulated financial institutions, expected? Another issue that has arisen recently is that of payday loans. This is a huge problem here and in Britain. Is regulation expected on this issue?

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare and Pensions Bill 2014: Committee Stage (11 Jun 2014)

Ray Butler: As someone with a background in the retail sector, I understand the point the Minister makes about the need to issue tenders for contracts and the possibility that challenges would be made under European legislation. That An Post will have the contract for the next six years is welcome. Could the legislation include a requirement on the minimum number of pay-out points to be provided under...

Order of Business (27 May 2014)

Ray Butler: When is it expected that the criminal justice (proceeds of crime) Bill, which is to strengthen the powers of the Criminal Assets Bureau in regard to the forfeiture by criminals of the proceeds of crime, will be published? I thank the Minister for organising the introduction of a new dye to counteract the laundering of diesel. I am sure Sinn Féin will welcome the fact that this will stop...
