- Seanad: Twenty-Eighth Amendment of the Constitution (Treaty of Lisbon) Bill 2009: Second Stage (9 Jul 2009)
Fiona O'Malley: I thank Senator Hanafin for sharing time. If one thing demonstrates the broad church there is on the "Yes" side for Lisbon it is that Senator Walsh and I find ourselves on the same side when we are diametrically opposed on particular issues. I will address that in a minute. The one thing we must do this time around with the Lisbon treaty is to sell a positive message. We neglected to do...
- Seanad: Telecommunications Services: Motion (8 Jul 2009)
Fiona O'Malley: I am sure the Minister of State with responsibility for housing, Deputy Finneran, will be just as interested in what I have to say. In this energy efficiency week it is important we turn down the air conditioning in the Chamber. It is very cold in here. I am pleased to contribute to the debate. I welcome the motion tabled by the Labour Party. I agree with Senator O'Toole who expressed...

Fiona O'Malley: I wish first to reply to Senator Norris.
- Seanad: Health Insurance (Miscellaneous Provisions) Bill 2008: Second Stage (2 Jul 2009)
Fiona O'Malley: I was bursting to speak when Senator Norris said that competition does not work, particularly in respect of the aviation industry. For years Aer Lingus overcharged people to get in and out of this country because there was no competition.
- Seanad: Health Insurance (Miscellaneous Provisions) Bill 2008: Second Stage (2 Jul 2009)
Fiona O'Malley: Thank God Ryanair and British Midlands were established because now we get to and from the country free of charge. That has done wonders for the tourism industry, apart from anything else, not to mind that we all come and go and are not ripped off a month's wages to get as far as London.
- Seanad: Health Insurance (Miscellaneous Provisions) Bill 2008: Second Stage (2 Jul 2009)
Fiona O'Malley: The principle of competition has been good in other areas. I agree that competition must be well regulated but it has improved the health insurance market. The propensity for the monopoly player is to dictate prices and terms, leaving no room for manoeuvre which forces the State or whoever to deal with the prices determined by that player.
- Seanad: Health Insurance (Miscellaneous Provisions) Bill 2008: Second Stage (2 Jul 2009)
Fiona O'Malley: I would welcome one. When the Minister of State was Chairman of the Oireachtas Joint Committee on Health and Children we dealt often with the health insurance market, which is fascinating. I took a strong interest in this area as we watched the evolution of competition in the sector. We heard that the VHI would decide how many days a patient would stay in hospital and the terms of that...
- Seanad: Criminal Justice (Surveillance) Bill 2009: Second Stage (30 Jun 2009)
Fiona O'Malley: I welcome this Bill. It may not be overdue, but it is necessary. I listened to what some previous speakers said about how the Government often only gets spurred into action after a particular incident. The legislation on the Criminal Assets Bureau was a case in point. This legislation represents a similar type of move. It is never easy to change policy on an issue like surveillance, a...

Fiona O'Malley: Every cloud has its silver lining.
- Seanad: Criminal Procedure Bill 2009: Second Stage (10 Jun 2009)
Fiona O'Malley: Although Senator Bacik will not appreciate it, I am glad she was not elected to the Dáil last weekend because this House would be poorer in her absence.
- Seanad: Report of the Commission to Inquire into Child Abuse: Statements (27 May 2009)
Fiona O'Malley: The report of the Commission to Inquire into Child Abuse, which was published last week, is the latest report on institutional abuse in this country. It comes after the Ferns Report in 2005 and will be followed shortly by a report on the archdiocese of Dublin. Once again the horrific sex crimes, neglect, torture and brutality perpetrated by priests and nuns on poor and vulnerable children...
