- Seanad: Seanad Reform: Motion (11 Mar 2009)
Cecilia Keaveney: No interruptions, now.
- Seanad: Order of Business (Resumed). (11 Mar 2009)
Cecilia Keaveney: I add my voice to those who spoke about the horrific assassination of the two soldiers and a police officer and the attack on the civilians. I express my condolences to the families of those killed and concern for those injured. None of us stands over a return to this type of activity. People from all political parties, North and South, standing together and condemning outright such...
- Seanad: Cross-Border Projects (5 Mar 2009)
Cecilia Keaveney: I wish to raise an issue of great importance in my constituency. I must declare an interest because both my father, before me, and I, when I was on the council, worked extremely hard to develop the Foyle ferry service. In all respects, including the context of the peace process, it has been one of the most significant cross-Border and cross-community reconciliation projects to have been...
- Seanad: Cross-Border Projects (5 Mar 2009)
Cecilia Keaveney: I thank the Minister of State for his endorsement that this service should be regarded as a domestic one. I am not concerned about the money aspect to this but I believe it could be a viable commercial venture. I hope the Minister of State will inform the relevant Department of this.
- Seanad: Order of Business (5 Mar 2009)
Cecilia Keaveney: When will the animal welfare Bill be introduced in the House? I also reiterate Senator Wilson's frequently asked question about when legislation will be introduced to ban the party pill, as it is familiarly known, given the legislation was due to be introduced early in this session. As I mentioned earlier this week in the Leader's absence, Scotland is the eighth highest consumer in the world...
- Seanad: Order of Business (3 Mar 2009)
Cecilia Keaveney: I concur with Senator White about regulation of the media, in particular in terms of media coverage last Sunday which slurred the thousands of decent people who attended the Fianna Fáil Ard Fheis. It is wrong that people can state their opinions and not have to adhere to facts. The sooner there is more examination of what is being written, the better. I concur with Senator O'Donovan about...
- Seanad: Crime Prevention (27 Feb 2009)
Cecilia Keaveney: I thank the Minister of State, Deputy Martin Mansergh, for being here to take this Adjournment matter on behalf, I presume, of the Minister for Justice, Equality and Law Reform. His portfolio is not unrelated to the topic or irrelevant to the issue; he may be central to it. In recent months and in particular from Christmas onwards, there has been a substantial number of burglaries on the...
- Seanad: Crime Prevention (27 Feb 2009)
Cecilia Keaveney: I thank the Minister of State for his response. The community alert and neighbourhood watch programmes were commenced, as the Minister of State said, in 1985 and, therefore, it was important that in January this year the Minister launched a new Garda national model of policing, as I am sure matters have changed quite a bit since 1985. In regard to the Minister of State's remit, I request...
- Seanad: Order of Business (26 Feb 2009)
Cecilia Keaveney: I will begin where Senator Donohoe left off. We passed the pickets on our way in here this morning. However, rarely a day passes when we do not pass a picket on our way into the House as there are often pickets on important issues. On the specific issue today, people must realise that, while there is a â¬2 billion shortfall this year, there is a projected shortfall of many more billion...
- Seanad: Water and Sewerage Schemes (25 Feb 2009)
Cecilia Keaveney: I thank the Cathaoirleach for choosing this Adjournment matter. It is important not only in the context of the economic climate we are in but also in the context of the environment. We do not want to have to pay money to Brussels unnecessarily for having broken EU directives. It is a win-win scenario if we do not have to do this as it would mean our basic infrastructure was in place. The...
- Seanad: Water and Sewerage Schemes (25 Feb 2009)
Cecilia Keaveney: What I find scary in the Minister of State's reply is the sentence, "Planning on the scheme has been advanced by the council and my Department is awaiting submission of a preliminary report for approval". I know that is the lingo used. My difficulty with it is that this scheme has been under planning for a considerable period. Planning is not leading to the provision of a sewerage scheme...
- Seanad: Tax Code (25 Feb 2009)
Cecilia Keaveney: I look forward to the extension of rail services to County Donegal.
- Seanad: Business of Seanad (25 Feb 2009)
Cecilia Keaveney: Is that agreed? Agreed.
- Seanad: Banking Sector: Motion (25 Feb 2009)
Cecilia Keaveney: However, the Senator's time has expired.
- Seanad: Development of the West: Statements (24 Feb 2009)
Cecilia Keaveney: I welcome this debate on the west. It would be almost impossible to get the pertinent issues across in just seven minutes, but the Minister is not only au fait with issues pertaining to the west, but is more interested in finding solutions than problems. I do not mind if I sound patronising, but Deputy à CuÃv, of all the Ministers to whom I bring issues, is always more interested in and...
- Seanad: Development of the West: Statements (24 Feb 2009)
Cecilia Keaveney: For example, Florence Nightingale's nursemaid is buried in Fahan on the Swilly, from which the Flight of the Earls took place. I could take up an hour recounting the locations of importance in my area. However, I refer to the RTE programme, "Nationwide". RTE has resources and people are interested in watching such matters. There should be co-operation with RTE to make more documentaries,...
- Seanad: Development of the West: Statements (24 Feb 2009)
Cecilia Keaveney: It was argued that rates accruing from holiday homes should be centralised in order that every county would get a fair share, because not every county contains holiday homes. This suggestion may no longer be the case but if so, the Minister should advocate the same arrangement in respect of rates on commercial businesses because many counties do not have businesses.
- Seanad: Development of the West: Statements (24 Feb 2009)
Cecilia Keaveney: If such rates were to be collected centrally and then shared out, people in County Donegal would be more than happy to take their fair share of national rates. Perhaps this is the way in which we should go forward.
- Seanad: Order of Business (24 Feb 2009)
Cecilia Keaveney: Senator à Domhnaill called for an investigation into the number of people making fraudulent social welfare claims in the north west. A total of â¬18 million was saved on such claims in the north west in 2008. Will the Leader confirm that was the beginning of an investigation into activities resulting in losses to the State's coffers? The number of Northern Ireland registered cars being...
- Seanad: Order of Business (19 Feb 2009)
Cecilia Keaveney: I wish to raise two issues. The Cathaoirleach kindly chose my matter for the Adjournment last week on Project Kelvin, a major project for the north west that was given to Derry-Letterkenny because of the gateway status and disadvantaged status of the north west and with the goal of making it a very good location for business. I raised last week the issue of the sleight of hand that took...
