David Norris: The Government is not opposing it. Could I ask the Minister of State another question? He has been very helpful indeed. I take it that the Government would not be distressed by allowing the Bill to proceed beyond Second Stage and then go into suspended animation on the Order Paper until the commission reports.

David Norris: I will do my best. I welcome the Minister of State and commend Senator Gavan on introducing the Bill. I was glad to hear Sinn Féin Senators pay tribute to Senator Ó Clochartaigh despite his separation from the party. He is one of the best Senators in the House and I sincerely hope he finds a way to continue in public life.
