- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: The future came up earlier and obviously everything we do can be improved the next time.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: It can always be improved, no matter how many times we have done it. If a team has played ten matches in the season and is going out to play the 11th, it will look at the mistakes made in the first ten games and try to improve for the next one. I understand that and what is important is that there are other contracts coming up, including for a national maternity hospital, which is badly...
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: That is what I meant by the contractor. I meant BAM.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: That is what I meant by the contractor. BAM put forward the figure of €641 million but the outcome was €18 million. There is a huge gulf between those two figures. On the determination of disputed claims, how many have been submitted by the board itself?
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: No. I am going to ask my question in a different way because I want to try to get an answer here. Of the 2,379 claims, which is the total on the project so far, how many have been submitted by the board?
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: Every one of them?
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: When you say contractor claims, what do you mean? I want the public to understand this.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: Has the board submitted any claims?
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: How many? That is what I am asking.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: Is it ten?
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: The board has made ten to 20 claims in respect of this project, but in the context of the contract for BAM there have been 2,379. We have established that. The total figure is now €18.85 million, if the extra €2 million is added in. It was said regarding delays that CHI has the right to withhold 15% per month. Has there been an occasion when that has been done?
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: Yes, but subsequently paid.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: On the payment for July, in the absence of a programme for future progress, which CHI was not getting, and trying to advance the project, it did not have a satisfactory schedule from BAM. CHI then got that and released the payment but withheld 15%.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: On costs, we are now looking at this project running until January 2026. A figure €2.5 billion was mentioned, but it is safe to say, at this stage, it will go over €2 billion. That is as far as we will go for now. The original budget was €900 million. This increased to €1.433 billion in 2018. There is now a request for more. Mr. Tierney said he cannot state...
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: That reflects the post-Covid surge in prices in construction generally.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: It can be seen, however, when the budget started at just over €900 million, then went to €1.43 billion, and that we will go way past €1.7 billion given what we heard this morning and the information CHI supplied, that the runaway nature of it is obviously of huge concern. It is about trying to rein that in. It was illuminating what was said regarding claims. There were...
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: Some are more than €100 million, although that is the figure being put on it by BAM.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: What is the highest claim?
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: It could be €200 million.
- Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
Brian Stanley: Will the CHI contest that vigorously?
