Who should be involved in putting that pilot together, be it in respect of a flight, a sporting event or a nightclub, as in the case of the UK? Has Professor Ferguson or the Government had any engagement with the NHS regarding the pilot scheme?

Jerry Buttimer: Hopefully, we will set up the EU digital green certificate or green passport. Would Professor Ferguson be of the view that Ireland should have a pilot in place before we do that? Is he supportive of the EU passport?

Jerry Buttimer: I welcome Mr. Dawson and Mr. Hackett to the meeting. The final paragraph of Mr. Hackett's contribution mentions a very worrying development about merchant service providers. What is happening with merchant service providers? I would be concerned if a bullyboy attitude is being taken towards our travel agents. I hope that will not be tolerated.

Jerry Buttimer: Have they replied to that request from the Irish Travel Agents Association? Is this a new development? If it is a new development the committee should take action.

Jerry Buttimer: It is a very worrying development that an industry that has been hardest hit is getting demands from a merchant service provider in a very unfair manner. I propose that the committee should take action in support of the travel agents. I thank Mr. Hackett for his contribution.

Jerry Buttimer: I thank Deputy Ó Murchú. I welcome the witnesses. Will the NTA be involved in the management of the shared e-scooter scheme, which will be similar to the public bike scheme in our major cities, or will it be left to local authorities because the NTA is too busy to be a part of it?

Jerry Buttimer: Regarding safety, there were 30 collisions last year involving e-scooters. Am I correct that a view is being expressed that the user of an e-scooter should not have insurance? If so, how would that work if there was a collision? What are the views of Mr. Walsh or Ms Graham on whether there should be insurance?

Jerry Buttimer: But if it is a matter of road safety, surely there should be some guidance on insurance. For example, I must have either third party, fire and theft or comprehensive insurance for my car. What would happen if I hit an e-scooter or an e-scooter hit me?

Jerry Buttimer: That is fair enough. I thank Ms Graham for her presentation. She mentioned the issue of road surface quality. Will there be significant implications for those who use e-scooters, given that there is not a uniform quality of road surface?

Jerry Buttimer: According to page 3 of the substantial document we received from Dr. Meade, TII recommends that e-mobility vehicles should not permitted to use bus lanes or tram lines due to their speed and the mass differentials. Why should they not be able to use bus lanes when cyclists can? Footpaths may become the favourite place to go. The document also referred to how an American study had found...

Jerry Buttimer: We do not have tram lines in Cork. Does Dr. Meade envisage there being any difficulty with e-scooters using a bus lane in Cork? We do not have a Luas at the moment, although I hope we will in time.
