- Joint Oireachtas Committee on Housing, Planning and Local Government: Housing Provision for Older People: Discussion (10 May 2022)
Cian O'Callaghan: A lot of good points have been made that emphasise the variety of issues that are involved. I would welcome the views of any of our guests as to whether a dedicated zoning for affordable housing that includes housing for older people or specific zoning for housing for older people would be a way of ensuring that more land and sites are available. Some very good points have been made about...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Housing Provision for Older People: Discussion (10 May 2022)
Cian O'Callaghan: On adult safeguarding legislation, former Senator, Colette Kelleher, introduced a Bill on and there was political consensus that this would be advanced. There are commitments in the programme for Government but we are still waiting on it. We need it in terms of a fair deal but we really need it in terms of many other areas as well. I would make the point as strongly as possible that this...
- Accommodation Needs of Those Fleeing Ukraine: Statements (5 May 2022)
Cian O'Callaghan: I commend the huge effort being made to support Ukrainian refugees. They have been displaced by war and forced to leave their homes. A huge amount of work is going on at State level to support them. The response from communities throughout Ireland has been very generous. We have seen communities come together and put the shoulder to the wheel. We have seen community leaders and community...

- Rising Rental Costs: Motion [Private Members] (4 May 2022)
Cian O'Callaghan: First, I want to respond to some of the comments that have been made. There is a problem with some politicians and some public representatives opposing housing. There could be other instances, but I am only aware of one where councillors voted to de-zone land that was earmarked and needed for social housing. We all know that it is needed, because of the crisis we are in and because of the...
- Rising Rental Costs: Motion [Private Members] (4 May 2022)
Cian O'Callaghan: -----responsibility for increased homelessness on any vulnerable groups. In the last 12 months, we have seen the number of children living in emergency accommodation increase by 30%. Behind these numbers are individuals and families who are struggling to maintain some semblance of normality and routine. They are doing their best to keep up the school routine for their children, despite...
- Eurojust: Motion (4 May 2022)
Cian O'Callaghan: On behalf of the Social Democrats, I strongly support the motion on Eurojust. It is exactly the kind of area on which we should be working together. I condemn in the strongest possible terms the war crimes being carried out by the Putin regime against the civilian population in Ukraine. Soldiers have been implicated in looting civilian property including food, clothing, fuel and firewood....
- Ceisteanna - Questions: Cabinet Committees (4 May 2022)
Cian O'Callaghan: 18. To ask the Taoiseach when the Cabinet committee on housing will next meet. [20037/22]
- Ceisteanna - Questions: Cabinet Committees (4 May 2022)
Cian O'Callaghan: I agree with the comments to the effect that there is no place for reckless scapegoating and deflection. New rents have increased by 9% over the last 12 months. Homelessness has increased by 22% in the same period. House prices are about to reach record levels, surpassing their Celtic tiger peaks. Analysis by Dr. Lorcan Sirr and Mr. Mel Reynolds shows that the number of new homes...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Cian O'Callaghan: I thank everyone who came in for their contributions. I echo the concerns expressed by Senator Boyhan. Those alarm bells around people who do not know what they are doing in construction, and that being a certain section, have been ringing for years and decades. We have seen billions in taxpayers' money being spent to try to rectify some of those defects as well as the huge human cost....
- Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Cian O'Callaghan: I want to ask Ms Phelan or Mr. Butler about taller buildings and the use of timber frames. They said there needs to be a competent designer and something like a sprinkler system or other measures to address fire safety issues. Could they expand on what other measures they have looked at? As Mr. O'Connor said, sprinkler systems are quite expensive and would, therefore, create affordability...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Cian O'Callaghan: I thank Mr. Butler for that answer. I know there are many concerns from people who have experience in fire safety around that because many defects have occurred in higher-density fire safety-----
- Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Cian O'Callaghan: I thank Mr. Butler for that. I know questions have arisen in some of the jurisdictions around some of those standard tests and how credible they are. My final question is for the Irish Green Building Council. In terms of priorities, what are the top three things Mr. Barry thinks we need to do to move all this on?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Cian O'Callaghan: Will the witnesses clarify what barriers around the waste directive need to be addressed?
- Ceisteanna ar Pholasaí agus ar Reachtaíocht - Questions on Policy and Legislation (28 Apr 2022)
Cian O'Callaghan: Problems are faced by renters in every part of the country. However, I want to ask the Minister about investing in public transport to encourage more people to use it as part of our response to climate change. Is the Minister aware that Irish Rail is advancing proposals that will remove direct train services from part of the DART network? If this plan goes ahead, direct rail services to...
