Andrew Doyle: The Minister was trying to make a point in good faith. We are all interested in trying to get the Animal Health and Welfare Bill agreed by consensus as far as possible. He made what would be regarded in other meetings of the House as an opening statement. For as long as it takes to go through Committee Stage the movers of the amendments will be called first.
