Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: I wanted to raise the issue of the response we received following the committee's correspondence with Caranua in which we requested further information. It gave us information in response to question No. 5 but I refer in particular to point 11 on the correspondence. We have discussed the effect that Standing Order 218 has on the work of the committee and how it can be stymied. Point 11 of...

Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: Yes, and they emailed Caranua in advance of the meeting directly to make it aware that representatives would be raising the issues. That does not tally with the response to us from Caranua that I just read out.

Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: Large sums of money are involved. I understand that local authorities are audited by the Local Government Audit Service, but it does not attract the same level of public attention or transparency that would be provided by the Committee of Public Accounts. Given the large amounts of money involved, provided that the correspondent gives permission us to, would it be in order to forward it to...

Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: I was suggesting, if the correspondent gives us permission, to forward it to the Local Government Audit Service and for the-----

Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: Would that be required or would we just need the consent of the correspondent?

Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: Okay, if the Chairman thinks it is not-----

Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: Right. Can we ask the Comptroller and Auditor General to give us his opinion on that?

Public Accounts Committee: Business of Committee (29 Jan 2021)

Imelda Munster: That is fine. I thank the Chairman.

Covid-19 Vaccination Programme: Statements (28 Jan 2021)

Imelda Munster: I raise the matter of family carers. I have been in contact with many carers in my constituency and their stories are heartbreaking. They look after the most medically vulnerable people in the State and they feel they have been completely abandoned. One constituent of mine cares for her elderly parents, both of whom have serious medical conditions. After one of them recently visited a...

Written Answers — Department of Transport, Tourism and Sport: Tourism Industry (27 Jan 2021)

Imelda Munster: 122. To ask the Minister for Transport, Tourism and Sport if Bunratty Folk Park, County Clare will remain closed until Easter 2021; if the folk park will resume operations on a full-time basis when it reopens; and if he will make a statement on the matter. [3900/21]

Written Answers — Department of Transport, Tourism and Sport: Tourism Industry (27 Jan 2021)

Imelda Munster: 123. To ask the Minister for Transport, Tourism and Sport his plans to move the remit of Shannon Heritage to another Department; and if he will make a statement on the matter. [3901/21]

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: I want to ask about the delay in releasing reports, particularly for RTÉ. Until a few days ago, we had not received the 2019 and 2020 annual reports, let alone the list of salaries for top earners for 2017 to 2019, inclusive. Recently, the director general of RTÉ stated in an interview that in 2008, RTÉ had given a public commitment to publish the details of its ten highest...

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: RTÉ did give a previous public commitment to publish its top earners on an annual basis and clearly it has not done so. As the transfer is relatively recent, prior to that it would have been the responsibility of the Secretary General's Department.

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: In terms of the Department's framework for the oversight of governance at RTÉ, what does his Department have to say about the fact that these commitments were not followed through?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: Was there a reason for that?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: Was it just a lack of oversight?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: Most people would find the salaries of the top ten earners at RTÉ to be outrageous and, given the massive public funding that RTÉ receives, a lot of members of the public would find it unjustifiable, which I suppose is a term that people use. I ask Mr. Griffin to outline the factors determining salaries like that. Is he aware of them?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: Mr. Griffin referred to viewership figures and commercial decisions. In the context of the large amount of public money involved here, is the ability of shows to attract sponsorship a factor in the decision-making? I can give an example about which I am curious. There was a presenter with a weekend show and RTÉ was seeking a sponsor for that show for more than a year. I think the...

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: Does the Department ever ask those questions, given the amount of public money involved?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
(22 Jan 2021)

Imelda Munster: Reference was made earlier to contractors. In 2016, seven of the top ten earners in RTÉ were contractors as opposed to employees. Does Mr. Griffin know why a majority of the top earners would opt to be a contractor rather than an employee?
