Mark Daly: The reason for that decision is that the purpose of the Bill is to address the severe backlog where there is currently a two-year delay, and if the committee is only set for 12 months, it may not actually clear the backlog for which the core principle of the Bill is-----

Mark Daly: Twelve months may not be a long enough time in which to do it and there is a two-year backlog. The amendment must be ruled out of order in accordance with Standing Order 154 as it is in conflict with the principle of the Bill.
