- Joint Oireachtas Committee on Housing, Planning and Local Government: National Oversight Audit Commission’s 2021 Annual Report: Discussion (17 May 2022)
Cian O'Callaghan: I thank the witnesses. With regard to climate change, tackling derelictions and vacancy is very important with regard to embodied carbon. I am certainly of the strong view that if NOAC did more in the area, it would be useful. I cannot speak for the whole committee but it is an area we have looked at a lot. Anything that can be done there would be very valuable. Across some of the...
- Joint Oireachtas Committee on Housing, Planning and Local Government: National Oversight Audit Commission’s 2021 Annual Report: Discussion (17 May 2022)
Cian O'Callaghan: On verification, if someone is leading local authorities, say, on turnaround times, NOAC engages with them more to make sure that it is not simply that they are counting them differently or shorter but that they are counting them in the same way and that the data stand. It, therefore, just does that with the outliers to verify if something is going on with how they are counting.
- Joint Oireachtas Committee on Housing, Planning and Local Government: National Oversight Audit Commission’s 2021 Annual Report: Discussion (17 May 2022)
Cian O'Callaghan: Can Mr. McCarthy elaborate on how NOAC does that?
- Joint Oireachtas Committee on Housing, Planning and Local Government: National Oversight Audit Commission’s 2021 Annual Report: Discussion (17 May 2022)
Cian O'Callaghan: That is very positive. Was there consideration of publishing case studies similar to the Ombudsman case book, which is really valuable for good practice or problems that need to be fixed? Let us take County Mayo where social housing void turnarounds is ahead of other counties. It would be useful to hear exactly what they are doing and highlight that. Waterford, as the committee knows, has...
- Joint Oireachtas Committee on Housing, Planning and Local Government: National Oversight Audit Commission’s 2021 Annual Report: Discussion (17 May 2022)
Cian O'Callaghan: It is very important. We know local authority staff and management teams benefit very well from positive feedback so that is good.

- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development (Street Furniture Fees) Regulations 2022: Minister for Housing, Local Government and Heritage (12 May 2022)
Cian O'Callaghan: I very much support the waiver and all the work that has been done on it. Some very good points have been made in respect of the importance of enforcement and how it has to be resourced to ensure this does not impact on people with disabilities. We have seen that public space being put back into public use works best when it is done in a managed and planned way. New Street in Malahide is a...

- Ceisteanna - Questions: Citizens' Assembly (11 May 2022)
Cian O'Callaghan: I will ask the Taoiseach a question on the Stardust inquests. The families who lost loved ones in the Stardust fire have been waiting more than 41 years for truth and justice. They cannot be left waiting any longer. The Taoiseach has acknowledged that given the length of time the inquest will run, the juries will need to be paid. As the Taoiseach will know, neither the Coroners Act 1962...

- Ceisteanna - Questions: Cabinet Committees (11 May 2022)
Cian O'Callaghan: My question is about economic evaluation of the Government's housing policy. The Government is planning to give €450 million in subsidies to developers to build apartments. These subsidies will be up to €120,000 and, in some cases, as high as €144,000. Despite this huge public subsidy there will be no discounts in the sale price, no affordability built in and the...
