Micheál Martin: The Acting Chairman could be reasonable. I am nearly finished and ask for a small bit of leeway. In terms of the programme for Government, I have been reasonable and constructive. - Programme for Government: Motion (15 Mar 2011)
Micheál Martin: I will be very brief. What has emerged in the programme is a hybrid system. There is to be funding through insurers and funding through a hospital insurance fund. Hospital services will be planned by a State body and by insurers. Services are to be integrated and stand alone. This is to happen with almost no increased resources and a major cut in staffing. Also, in a quite incredible...

- Order of Business (15 Mar 2011)
Micheál Martin: That is an important point. Dáil reform is supposed to be a collective and cross-party process. I do not think it is a matter for the Executive to order the sittings of Parliament but rather it is a matter to be decided collectively by the Dáil.

Micheál Martin: Yes, I know that but we have all committed to reform and last week I asked that we take some initial steps to collectively work together to agree best procedure. Micheál Martin: Thank you, a Cheann Comhairle. - Leaders' Questions (15 Mar 2011)
Micheál Martin: It is clear for some time that a new deal is on the table in this regard. I would agree with the Taoiseach's emphasis on the term "clarity". We need clarity on this and on a number of other issues because clarity is essential to economic recovery, in particular, to investor confidence. I ask the Taoiseach two questions in that context. First, would he support the motion that I intend to...

Micheál Martin: I raised a specific point made by the Minister of State, Deputy Brian Hayes when he said a unilateral burning of the bond holders would be "crazy". Does the Taoiseach agree?
- Election of Ceann Comhairle (9 Mar 2011)
Micheál Martin: Ba mhaith liom, ar son Fhianna Fáil, tacú le ceapachán Seán à Bairéid mar Cheann Comhairle. Cinneadh an-mhaith atá ann. On behalf of the Fianna Fáil Party, I wish to support the nomination of Deputy Seán Barrett for the position of Ceann Comhairle. During his years in the House, the Deputy has been viewed by those on all sides as a committed and fair parliamentarian. In the often...
