- Criminal Justice (Public Order) (Quadbikes and Scramblers) (Amendment) Bill 2021: Second Stage [Private Members] (23 Sep 2021)
Paul McAuliffe: We are getting on with fixing the problems.
- Criminal Justice (Public Order) (Quadbikes and Scramblers) (Amendment) Bill 2021: Second Stage [Private Members] (23 Sep 2021)
Paul McAuliffe: I welcome the Deputies bringing this Bill forward. We were fortuitous in it being drawn from the lottery. We have been talking about this issue for some time. There is a broad understanding of this in the House, both from the Deputies who have spoken but also on the part of Deputy Lahart, who brought forward an earlier Bill which has now gone to the next Stage, and Deputies Chambers and...
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Paul McAuliffe: I am going to stay on the section 39 organisations. First, I will deal with pay. Decisions were made in December 2020 regarding pay restoration, with a further phase in May 2021. What level of compliance has there been on that within section 39 organisations?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Paul McAuliffe: Yes.
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Paul McAuliffe: I use that as an example of the level of oversight and governance we have in respect of the section 39 organisations. We expect the implementation of a pay increase to happen automatically but there is non-compliance in many areas of policy, for example, procurement. What level of oversight is there of procurement and pay policy regarding section 39 organisations?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Paul McAuliffe: Despite that, the service user sees them as just another outlet of the health service and would not often be aware of the underlying structure. We do not have a sufficient level of oversight and governance of some of these organisations. During Covid, we saw that we did not have a sufficient level of control, in particular over service delivery. Have we analysed whether the section 39...
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Paul McAuliffe: I appreciate that is Mr. Reid's view. The question is whether there has been a systemic review of the governance, compliance with procurement and benefit for service users of the section 39 model.
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Paul McAuliffe: Does Mr. Reid have any insight into the level of compliance as regards the targets set for service delivery, that is, what was agreed in the service level agreement, and what was delivered? What percentage of organisations meet the targets?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Paul McAuliffe: I am not undermining in any way the work of many of these organisations. In fact, sometimes they struggle with the level of funding, in particular capital funding, that they need to grow their services. My question is whether the section 39 model benefits them, the service user or the State. I cannot see the benefit of a system which puts obstacles in the way of the State being able to act...

- Written Answers — Department of Education and Skills: Special Educational Needs (23 Sep 2021)
Paul McAuliffe: 146. To ask the Minister for Education and Skills her progress to date in engaging with local schools to provide additional ASD classes at both primary and post-primary level in Dublin 9 and 11; and if she will make a statement on the matter. [45450/21]
- Written Answers — Department of Education and Skills: Third Level Fees (23 Sep 2021)
Paul McAuliffe: 303. To ask the Minister for Education and Skills if a review of the college fees can be carried out in relation to a person (details supplied); and if he will make a statement on the matter. [45858/21]
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Accommodation: Discussion (Resumed) (23 Sep 2021)
Paul McAuliffe: I will start with some of the issues covered by Mr. Curran. Budget 2021 provided a 50% increase in funding for the management of halting sites. What has been the practical impact of that on the ground? Have local authorities been able to improve the services as result of that increase?
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Accommodation: Discussion (Resumed) (23 Sep 2021)
Paul McAuliffe: Should that level of funding be maintained and how would Mr. Curran see it being used in a non-Covid period?
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Accommodation: Discussion (Resumed) (23 Sep 2021)
Paul McAuliffe: In terms of the breakdown of types of accommodation for members of the Traveller community, a significant number of Travellers are living in private rented accommodation. We know already of the level of discrimination against HAP tenants in general, but we have all heard the stories of the discrimination experienced by Travellers on top of that. What has the Department done to capture and...
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Accommodation: Discussion (Resumed) (23 Sep 2021)
Paul McAuliffe: Competing is one thing, discrimination another. I would like to see some longer term analysis of that issue, perhaps done by the local authorities in conjunction with the Department with responsibility for equality. My hope as we go forward is that we will not have to rely on HAP for any type of housing. It is an incredibly poor way of spending public money. In the meantime, we need to...
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Accommodation: Discussion (Resumed) (23 Sep 2021)
Paul McAuliffe: My final question relates to an analysis of the type of accommodation of which Travellers currently avail. Close to 80% of Travellers are in non-Traveller-specific accommodation. I wonder what the generational impact of that will be on the Traveller community. Many Travellers fear that many of the things that are unique to the Traveller community, including that sense of collective living,...
- An tOrd Gnó - Order of Business (21 Sep 2021)
Paul McAuliffe: I am going to put the Tánaiste in a difficult position by asking him to comment on or dismiss unconfirmed reports about a Government plan that has not yet been announced. Communities across north Dublin are concerned about reports that MetroLink may be delayed. I do not have to convince the Tánaiste of the benefits of MetroLink. It is a project that helps our climate, our city...
- Public Accounts Committee: Business of Committee (21 Sep 2021)
Paul McAuliffe: This is a really serious issue. I have submitted my own parliamentary questions on the issue over the summer and will submit subsequent questions on it. My question concerns how it relates to our work on the Committee of Public Accounts. I am a new member, so I am still getting used to it. Which areas will we be focusing on? At this point, the issue does not appear to involve public...
- Written Answers — Department of Housing, Planning, and Local Government: Local Authorities (21 Sep 2021)
Paul McAuliffe: 305. To ask the Minister for Housing, Planning, and Local Government the dates on which the changes to CPO for local authorities announced in the Housing for All document are due to commence; and if he will make a statement on the matter. [45131/21]
