Jennifer Murnane O'Connor: The conditions were not right. I am delighted to hear today that the Department is changing them. Some of the conditions were simply not possible for people to meet. It is a good scheme in the sense that we know some people are aware of it. I have been fighting for this for people; it is not that I have not been fighting for it.

I want to know what sort of public awareness campaign is operating in respect of this issue. We need to debate it and the Minister for Justice and Equality needs to be here for that debate.
