Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)

Joe O'Toole: We never had a guillotine in the previous term of the House.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)

Joe O'Toole: It is not acceptable that this debate is being guillotined. It is the choking off of a flow of information. It is quite outrageous—

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)

Joe O'Toole: —and I do not know what the Government is worried about.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)

Joe O'Toole: It is disgraceful.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)

Joe O'Toole: On a point of order, it is absolutely disgraceful that we have been stopped from doing our business as legislators by going through the Bill section by section.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)

Joe O'Toole: It is the first time we have had a guillotine. We went through the entire previous Seanad without a guillotine. It is an appalling decision to take at this stage. It reflects very poorly on the Government as well as on the House.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)

Joe O'Toole: Out of respect for Deputy John Bruton, who is about to address the House, I will not continue my argument but I completely reject what has happened. It is absolutely disgraceful.

Seanad: Convention on the Future of Europe: Statements. (12 Mar 2003)

Joe O'Toole: Hear, hear.

Seanad: Convention on the Future of Europe: Statements. (12 Mar 2003)

Joe O'Toole: Somebody always takes the fun out of it.

Seanad: Convention on the Future of Europe: Statements. (12 Mar 2003)

Joe O'Toole: I also welcome Deputy John Bruton to the House. His statements were very interesting and stimulating. The House is in the Deputy's debt for the work done by him and his colleagues, the Minister of State, Deputy Roche, and Mr. De Rossa. I regret that this important work is not making a greater impact on Irish society as it should. What is happening in the House is an important part in the...

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Joe O'Toole: I second the motion. I wish to make a formal declaration of interest, since I am member of the Personal Injuries Assessment Board. I very much share Senator Ross's view that it was entirely unnecessary to table an amendment. I agree that we should make no excuse for the insurance industry. I have seen surveys showing that insurance costs have risen far higher in Europe, including Ireland,...

Seanad: Order of Business. (11 Mar 2003)

Joe O'Toole: I second Senator Brian Hayes's proposal. In my 15 or 16 years in the House, it is without precedent that a request from three groups for a special meeting of the Committee on Procedure and Privileges would not be conceded. While I accept the Chair has the authority to do this, I do not think it is correct. The issue was raised out of concern about the way business is conducted in the House....

Seanad: Order of Business. (11 Mar 2003)

Joe O'Toole: This, however, is bad for the House. It reflects badly on the Cathaoirleach, the House and its operation.

Seanad: Order of Business. (11 Mar 2003)

Joe O'Toole: New Senators might not be aware of this but there is nothing written anywhere to prevent long speeches on the Order of Business, except that it takes time from other Members. The record shows that a former Leader of the House spoke for 45 minutes on the Order of Business. It can be done, although I do not intend to do so at this stage. The image of the House is at risk and the way we conduct...

Seanad: Order of Business. (11 Mar 2003)

Joe O'Toole: On the business of the House, not on an issue. That is the point.

Seanad: Order of Business. (11 Mar 2003)

Joe O'Toole: On a point of order, this is impossible. Two speakers are standing which is grossly unfair to those who should be entitled to make their point.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Joe O'Toole: In fairness, I am sure he would prefer to be somewhere else. He has been unfairly dumped with an impossible job.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Joe O'Toole: I do not question his experience. I hold him in high regard.
