Tommy Broughan: I am pleased to have an opportunity to speak briefly on the Thirty-fifth Amendment of the Constitution (Economic, Social and Cultural Rights) Bill 2016. I commend my colleague, Deputy Thomas Pringle, on bringing the legislation before the House and the tremendous work he has done on the Bill in this and the previous Dáil. The International Covenant on Economic, Social and Cultural...
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: I objected to the merging of the two agencies because I thought the remit of each of them was better overseen as a stand-alone agency. I would like to ask questions about staffing and costing, etc. The issue is what kind of funding we can get for the agency on the capital side. Therefore, I think it is fair enough to ask questions about the projects. The depressing thing is that there is...
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: On depreciation and road maintenance, it was said that if we spend only €40 million per year then, by 2033, half the road network will be very poor. The cost of depreciation each year is, therefore, at least €100 million.
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: What is the depreciation rate of the national asset in percentage terms?
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: Many of our discussions relate to national assets.
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: This question applies more to urban areas but does TTI have an analysis of the cost of concrete roads, such as our predecessors built way back, in comparison to tarmac roads? It seems to me that, in the city council area, concrete roads last very well.
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: They require low maintenance for decades, however.
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: If Mr. Maher could find a costing for that I would be grateful to have it.
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: Were there cost benefits to the merger of the organisations following austerity? Did the staff of the procurement agency and roads authority simply merge? Different Oireachtas committees, such as the committee on transport, invigilated both. Does CIE have a separate track of possible capital projects? The Railway Procurement Agency seemed to deal with Luas and the Metro systems but does...
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: That territory is for CIE and we would need to see its capital plans separately. What synergies did we get from merging the two outfits?
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: Is there a combined costing in the capital investment plan for roads ready for construction? As for roads in planning, when might the N72-73 Rathmore to Mitchelstown roads be reconstructed or a major national road be built there?

- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: If TII wanted to accelerate the programme and address roads such as the N71 and N72 definitively, would it need significantly more capital funding?
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: I return to metro north. The Luas cross-city project is close to completion and will be another great asset for the capital city. Dublin Airport has reached the figure of 28 million passengers and is heading towards its cap. It could be heading to become a Gatwick-sized airport. What is its status? When he was here a few months ago the Minister for Public Expenditure and Reform, Deputy...
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: We have been working on this or at least thinking about it since the early 1990s. It has gone on for a quarter of a century or more. Has TII totally ruled out using a Spanish-type system? During the years people have been impressed by how the Spaniards created an amazing metro system in Madrid, Seville, Malaga and various other Spanish cities. Have we ruled it out completely?
- Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)
Tommy Broughan: However, TII has not ruled out any faster engineering solution such as that used in Spain.
