Michael McNamara: I have asked people not to go over their time. We can spend a lot of time arguing over this or we can leave some time at the end to bring people back in. I want to treat everybody equally and give everybody a chance to speak. I am sorry that I cannot allow Deputy Smith back in at this point. Deputy Shanahan has five minutes and I will be holding him to it.
