- Road Traffic Bill 2006 [Seanad]: Report Stage (Resumed). (5 Jul 2006)
Olivia Mitchell: I thank the Minister, his officials and staff for the major effort that went into the Bill. If there was criticism, it was borne out of frustration to be able to do more in the Bill. I hope the Minister will follow through with some of the commitments he gave because we all want the same thing, an improvement in road safety.
- Road Traffic Bill 2006 [Seanad]: Report Stage (Resumed). (5 Jul 2006)
Olivia Mitchell: I accept the Minister's good faith but if a proposal does not appear within the four corners of the Act then there is no guarantee it will be implemented. All the Opposition can do is try to make the legislation robust. We cannot depend on promised guidelines or on the whim of gardaà â no matter how senior the garda might be â in determining how precisely he limits and is proportionate...

- Road Traffic Bill 2006 [Seanad]: Report Stage (Resumed). (5 Jul 2006)

- Road Traffic Bill 2006 [Seanad]: Report Stage (Resumed). (5 Jul 2006)
Olivia Mitchell: I move amendment No. 14: In page 5, line 29, to delete "and". This amendment attempts to make the legislation more robust. On Committee Stage the Minister said the section was adequate and that it limited the authorisation period. I have spoken to a number of people since and the information available to me is that it is open to interpretation and could allow a series of authorisations to be...
- Road Traffic Bill 2006 [Seanad]: Report Stage. (5 Jul 2006)
Olivia Mitchell: I move amendment No. 8: In page 4, to delete lines 27 to 29. In all the amendments I have resubmitted, I have not tried to second-guess the Minister or to introduce new issues, partly because he promised another Bill but also because we have to give the new Road Safety Authority an opportunity to establish what needs to be done in many areas. Much of what is important can be done by way of...
