Thomas Byrne: This goes to the heart of the problem many people had with the Bill. I thank the Minister of State and her officials for working on it in the past couple of years in terms of the merged institute and the gap that was there. That is why we are deleting all of these sections, which is welcome.

Thomas Byrne: I wish to again raise an issue about the Royal College of Surgeons in Ireland. I will table an amendment on Report Stage to seek to insert a new section in Part 6 of the Bill. I wish to make the case now which I believe I must do before I raise the issue on Report Stage.

Thomas Byrne: The issue dates back to the Education (Miscellaneous Provisions) Act 2015 whereby the Royal College of Surgeons in Ireland, RCSI, was allowed to describe itself as a university of medicine and health sciences as a subtitle.
