Joint Oireachtas Committee on Justice, Defence and Equality: Classification of Film Appeals Board: Chairperson Designate (2 Dec 2015)

Martin Conway: How does the new board work? If there is an appeal, €1,000 seems an onerous amount to be obliged to pay. Perhaps it is not. I do not have great knowledge of the financial structures of the industry. When a film is referred to the appeal board, it is circulated to the members. They will view it and then meet to have a discussion on it before deciding whether to uphold the appeal.

Joint Oireachtas Committee on Justice, Defence and Equality: Classification of Film Appeals Board: Chairperson Designate (2 Dec 2015)

Martin Conway: Ms Taylor's has an impressive record and experience in the industry. How does our film classification structure compare to what she experienced in the UK?

Seanad: Legal Services Regulation Bill 2011: Report Stage (Resumed) (1 Dec 2015)

Martin Conway: Not at all.

Seanad: Legal Services Regulation Bill 2011: Report Stage (Resumed) (1 Dec 2015)

Martin Conway: Hear, hear.

Seanad: Legal Services Regulation Bill 2011: Report Stage (Resumed) (1 Dec 2015)

Martin Conway: The overall thrust and ethos of what is being achieved here has not changed at all. With the passing of Committee Stage, perhaps the language has evolved somewhat to make it seem more reflective and powerful. We have come a long way on this journey and Report Stage is what it should be, namely, reporting and ensuring that the Bill is properly and effectively bedded down.

Seanad: Legal Services Regulation Bill 2011: Report Stage (Resumed) (1 Dec 2015)

Martin Conway: I understand where Senator O'Donovan is coming from to a point but I believe that what has come back in here enhances the legislation and what we agreed on Committee Stage. To be fair to the Minister and her officials, that is what we are all trying to achieve. I acknowledge that it is what Senator O'Donovan is trying to achieve as well.

Seanad: Legal Services Regulation Bill 2011: Report Stage (Resumed) (1 Dec 2015)

Martin Conway: That is what Report Stage is for.

Seanad: Legal Services Regulation Bill 2011: Report Stage (26 Nov 2015)

Martin Conway: I second the amendment.

Seanad: Order of Business (25 Nov 2015)

Martin Conway: We would all welcome the Minister, Deputy Varadkar, to the House for a further debate on health.

Seanad: Order of Business (25 Nov 2015)

Martin Conway: To be fair to the Minister, he is always very accommodating with this House.

Seanad: Order of Business (25 Nov 2015)

Martin Conway: When he was only in his ministerial role about five or six days, he came in and took a Private Members' motion which I had tabled, to which he gave a very comprehensive response.

Seanad: Order of Business (25 Nov 2015)

Martin Conway: I have no doubt that the Leader will organise such a debate at the earliest opportunity. In reflecting on what is happening in the IFA at the moment, we must realise the importance of the IFA in terms of lobbying and ensuring that farmers get as fair a deal as possible. I consider it one of the most powerful unions in the country and I have no doubt it will overcome its present...

Joint Oireachtas Committee on Justice, Defence and Equality: Social Change in Ireland: Discussion (25 Nov 2015)

Martin Conway: I apologise as we had to go for a vote but I suppose that is democracy in action. Senator Bacik could have avoided being present because she is totally on top of her brief in this regard. In the context of pre-legislative scrutiny of Bills in terms of human rights, I believe it should be proofed on a range of different angles. The more it is proofed, the better the legislation is. Could...

Joint Oireachtas Committee on Justice, Defence and Equality: Social Change in Ireland: Discussion (25 Nov 2015)

Martin Conway: I would agree with Dr. Mary Rogan's analysis. In the disability sector, there are 400 or 500 advocacy organisations. There was a value-for-money audit done on all of those by a gentleman whose name escapes me and it recommended a certain streamlining where organisations were doubling up. Dr. Rogan's approach, in terms of professionalising, would force amalgamation and synergies. Let us...

Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)

Martin Conway: I concur with Senator Bacik and welcome the Minister to the House. We in this House, having had Second Stage on 13 May, had an advantage in the sense that the Bill had done the rounds of both Dáil Éireann and the justice committee. The latter did substantial work on it. In this regard, Senators Bacik and O'Donovan, other colleagues and I were quite active. Many of these issues...

Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)

Martin Conway: My point is almost redundant as I was going to refer to the issue of e-conveyancing. Senator O'Donovan is correct to state that the world has moved on and the 1.5% book price is no longer an issue. When e-conveyancing is introduced it will be 90% cheaper than that. I would like to see a situation where people could self-convey. This will happen with e-conveyancing because computers and...

Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)

Martin Conway: Having listened to Senator Ó Clochartaigh's contribution, I am concerned by the structure he proposes for nominees, under which ten of the 13 members of the board would be from the legal profession. We have been trying to move away from this concept to ensure laypersons have greater influence. Under the proposal in the Bill, laypersons would make up the majority of board members of the...

Joint Oireachtas Committee on Justice, Defence and Equality: Rural Crime: Irish Farmers Association (18 Nov 2015)

Martin Conway: It is a very interesting engagement. The initiatives certainly seem to be working. I am particularly struck by the fact that not one of the tagged cattle has gone missing. As regards international best practice, has the IFA looked at other jurisdictions and, if so, are there similar problems there? I imagine there are, so how have they dealt with them? Is there anything we could all...

Joint Oireachtas Committee on Justice, Defence and Equality: Rural Crime: Irish Farmers Association (18 Nov 2015)

Martin Conway: When Mr. Downey and his colleagues attended the Seanad Public Consultation Committee on farm safety we saw evidence from a GAA club in west Cork, which successfully campaigned, held open days, information sessions and so on, regarding farm safety. Is there any role for collaborating with the GAA, which could assist the IFA in intelligence-building?

Joint Oireachtas Committee on Justice, Defence and Equality: Rural Crime: Irish Farmers Association (18 Nov 2015)

Martin Conway: In Mr. Downey's view, is the Department of Agriculture, Food and the Marine doing enough to assist in terms of dealing with this, which is a developing area of crime?
