Ivor Callely: I appreciate the Minister of State tabling this amendment. There was much debate on the mental capacity of the applicant and the role of another person. It is nice to see that, through the tabling of this amendment, the Minister of State has taken on board the issues raised during the debate. I congratulate her and the Department in that regard.

The Minister of State touched on this issue when we spoke on Committee Stage but perhaps she would clarify for the record.
