Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Paul Daly: We would not be stopping it. A breach of a trade agreement is if you stop taking what you are obliged to take by the trade agreement. We are not stopping taking that, rather we would just take it in a different format.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Paul Daly: Just offhand, do we import mulch or bark in any format in the horticulture sector?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Paul Daly: I am wondering whether there is another avenue. I do not know the answer to this question. If we had people in the horticulture business bringing in bark, perhaps there is a backdoor we have missed that we are not checking or looking at where it could get in.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Paul Daly: Is that a single vote or the voting block?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Paul Daly: I call Deputy Shanahan to speak now, please.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Paul Daly: It is hit and miss.

Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (13 Dec 2023)

Paul Daly: I did not hear the answer to the question asked by Senator Mark Daly about evaluation and who would be evaluating the plan. In writing up the plan, the policing and community safety authority will have a major role to play. Will it have a role to play in the evaluation? It provides in section 63(3)(c) that after the first plan, there will be a review included in all future plans. Who will...

Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (13 Dec 2023)

Paul Daly: In the scenario where the plan is accepted by the Minister of the day, who else is consulted before this plan is given the green light for implementation with regard to finance? What happens if we adopt and accept the plan, the Minister for Justice accepts the plan and, God forbid, circumstances change like they did in 2008 and the funding is not available for the implementation of the plan?

Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (13 Dec 2023)

Paul Daly: I may not have been here.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: I welcome the witnesses. For what it is worth, in another world I breed purebred Angus cattle. It is important to put that on the record. What I have been told since the confusion of this episode arose is that it would suit me, but I am still not jumping out of my chair and I do not think it will suit anybody. While I was gesturing a minute ago, Mr. Coughlan said farmers were ringing...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: As I said, that could have been avoided, I think, if the horse was put before the cart, not vice versa. In the interest of balance, I noted that Senator Boyhan mentioned a councillor from Gort. Coincidentally, the man who has given me the most information on this is a man who is very much associated with the mart down there and everything to do with cattle, Councillor Gerry Finnerty. That...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: As I said at the outset, I get the science, I get the reasoning, I get the carbon emissions, I get the reduction of the slaughter dates, I get the ease of calving and all that, but when will the ICBF recognise stockmen, farmers and husbandry in all that? There is no column in any of the algorithms for any of the aforementioned, but that is what has got us to where we are in farming: good...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: On that train, the phrase "lost the dressing room" has been used here before. The majority of the information the ICBF is feeding into this computer and this algorithm is based on trust in the farmer feeding it that information. It is like playing golf. You trust the man to mark his own score. Given the fact that the ICBF has lost the dressing room and lost confidence within this sector...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: I was not making the argument one way or the other; I was making a point. There has to be a mid-term. This is the first time the ICBF has considered the mid-term.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: On the overall point, does the ICBF see the importance of bringing the dressing room with it?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: Mr. Coughlan spoke earlier about TB resistance and he gave an example of a bull, the female progeny of which had 95% TB resistance. Surely to God that depends on where those animals ended up; let it be a closed farm or an open one. Is allowance made for closed and open farms? There is a lot less TB on so-called closed farms than there is on open farms.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: Let us go back to the decision, the announcement and the role of the board. Did the board have any input into this or was it just a rubber-stamping process? If we look at the make-up of the board, there are up to seven farm organisation representatives on it and one person from the pedigree cattle breeders. Their representatives sat on the board and now they are up in arms and on the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: On that point of a conflict of interest, seeing as the ICBF owns bulls, including artificial insemination, AI, bulls, does it see a conflict of interest for itself with the way the goalposts have been moved in this?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: I am only asking for the purpose of clarity.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recent Reclassification of Beef Indexes: Discussion (13 Dec 2023)

Paul Daly: I thought the ICBF had them.
