Select Committee on Social Protection: Social Welfare (Miscellaneous Provisions) Bill 2024: Committee Stage (18 Jun 2024)

Donnchadh Ó Laoghaire: There you go. We will be opposing that and we oppose the legislation for that reason. There are other means, including the increases on employer PRSI on incomes over €100,000 we have outlined, that can achieve the sustainability of the Social Insurance Fund. At this juncture, with the cost-of-living crisis that is there and the pressures on workers, it is not the time for increases...

Select Committee on Social Protection: Social Welfare (Miscellaneous Provisions) Bill 2024: Committee Stage (18 Jun 2024)

Donnchadh Ó Laoghaire: I again raise a point I made on Second Stage. The Minister may have addressed it in her summing up on Second Stage but I do not think it was. I also echo what Deputy Ó Cuív has raised about the nine-month period and the other pieces. Some Opposition Deputies have made speeches making the point that there are those on lower incomes who would qualify for a much lesser pay-related...

Select Committee on Social Protection: Social Welfare (Miscellaneous Provisions) Bill 2024: Committee Stage (18 Jun 2024)

Donnchadh Ó Laoghaire: It would be useful if the officials could provide any calculations or examples between now and Report Stage. I am very sure that it is not the intention, but we need to do our due diligence on it.

Special Education: Motion [Private Members] (11 Jun 2024)

Donnchadh Ó Laoghaire: I commend the work of my colleague, Deputy Sorca Clarke, on this issue. This is ever a debate at this time of year, particularly with regard to the issues in respect of summer provision and access to school places for September, which is always a really challenging issue for many families. Deputy Paul Murphy correctly highlighted the Jesuitical attempt to say that there was no cut in the...

Donnchadh Ó Laoghaire: I do not think you would.

Social Welfare (Miscellaneous Provisions) Bill 2024: Second Stage (Resumed) (30 May 2024)

Donnchadh Ó Laoghaire: Read back over my speech. I was very clear.

Social Welfare (Miscellaneous Provisions) Bill 2024: Second Stage (30 May 2024)

Donnchadh Ó Laoghaire: There are two primary elements to the legislation. One relates to the pay-related job seeker's benefit, which we welcome, and the other relates to the PRSI increase, which we are not in favour of, and consequently we will be voting in favour of the legislation. I will deal with them separately. They are connected but I will deal with them one after the other. We have long called for...

Saincheisteanna Tráthúla - Topical Issue Debate: School Transport (29 May 2024)

Donnchadh Ó Laoghaire: The key sentence in the Minister's response is: To be clear, in line with public transport remit, the NTA has no plans to operate a dedicated school service in the area. It is the Department of Education which has responsibility for the school transport scheme. That is the problem which prevents something like this happening. No one really has the flexibility, the interest or the...

Saincheisteanna Tráthúla - Topical Issue Debate: School Transport (29 May 2024)

Donnchadh Ó Laoghaire: I appreciate the Minister being here. I think this is an area where a bit of innovation could get us a long way. I saw the Minister was in Noonan's Road recently. I was glad to see that. I hope Government funding for that project will remain strong. The Minister is familiar with Cork and he may be familiar with the greater Douglas area. It is an area that has seen enormous growth in...

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Carer’s Allowance and Other Social Welfare Schemes: Discussion (29 May 2024)

Donnchadh Ó Laoghaire: That is a good place to puck off. The Barnardo's report published this morning highlights the risks of poverty that exist for many families. People with disabilities and single-parent households remain most at risk. I have a number of questions. Before posing them, I take this opportunity to thank Ms Skelly for her contribution, which reflected the fact that we have a number of matters...

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Carer’s Allowance and Other Social Welfare Schemes: Discussion (29 May 2024)

Donnchadh Ó Laoghaire: Will Mr. Musgrave elaborate on that? Does he have a sense of the systematic implications that the Department, rightly or wrongly, is conscious of? What kind of issues is it considering?

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Carer’s Allowance and Other Social Welfare Schemes: Discussion (29 May 2024)

Donnchadh Ó Laoghaire: I must leave but I will return for the end of the second session. I would like to ask HCCI about that point, which has been really well made. I have talked to somebody from the Citizens Information Board who highlighted how the policy is arbitrary and illogical. Can our guests state whether there is a sense of what additional capacity would be created by a shift in the policy?
