Tom Barry: I understand that.
- Other Questions: Sugar Industry (13 Dec 2012)
Tom Barry: I understand that but the Deputies on the other side know that their party was responsible for closing down the sugar industry. It is a disgrace-----
- Other Questions: Sugar Industry (13 Dec 2012)
Tom Barry: The Fianna Fáil Deputies brought it inside the House.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Dec 2012)
Tom Barry: The cats did not get at it.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: One works from the outside in when one is laying it.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: We cannot poison crows anymore. We are banned from doing so. I was referring to rats infesting fields of maize.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: Will notice have to be given to the county manager or will it just be necessary to erect a sign in a field?
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: In the name of God, if poison is laid in a field, there could hardly be an issue in respect of water quality.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: Farmers cannot take poison back out of burrows. We cannot insist that people send in notice every seven days because this just will not happen. What is proposed is completely impractical. There is no point in putting in legislation which will not be adhered to. County councils will not issue replies to letters of notice in any event.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: We lay poison every year, so I could give notice in advance for the next ten years.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: That is not the case in respect of maize. The size of the rat population in maize fields is extraordinary right the way through into January. People who live in the vicinity of maize fields become extremely cross when rats start hopping into their back gardens. Maize is particularly prone to infestation by rats. For some reason they love it and the size of the rat population increases...
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: Would it not be dealt with through the pest control services, PCS? Given that there are PCS numbers on all poisons, it would be possible for inspectors to check the poisons farmers use and ask about the fields in which they have been used. The position could be regulated in this way at any stage during the year.
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (5 Dec 2012)
Tom Barry: I have a question about the laying of poison in ditches adjoining and close to farmyards which is a common practice. The population of rats in maize fields can be overwhelming. Farmers often put poison into the rat holes in the fields. Houses and farms are adjacent to maize fields. There is a regulation to give seven days' notice of poison laying but a farmer might need to give notice...
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (27 Nov 2012)
Tom Barry: I can see where both parties are coming from on this issue. It comes down to ensuring the authorised officer receives the correct training and has the necessary experience. We must be fair to the three parties involved - the complainant, the person who is the subject of the complaint and the Department. Perhaps some guidelines should be attached to this in order that everybody will be...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Budget Submissions: Discussion with ICSA and IFA (15 Nov 2012)
Tom Barry: I welcome the representatives and congratulate the IFA as its meetings around the country were informative, constructive and contributed to the debate on the CAP. The representatives referred to the expenditure ceilings in place. Perhaps they might be examined in line with the employment created on a performance-related basis, which is an interesting point. Obviously, we disagree with the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Budget Submissions: Discussion with ICSA and IFA (15 Nov 2012)
Tom Barry: I am doggedly pursuing the opinion of the witnesses on active and inactive farmers. Perhaps they can come back to it at a later date. Commonage issues are due to the fact that some farmers are farming in name only or have land ownership without taking responsibility so the active farmer is getting nailed. We will dance around this issue until finally there is agreement. The active farmer...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Budget Submissions: Discussion with ICSA and IFA (15 Nov 2012)
Tom Barry: He had his Weetabix this morning.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Budget Submissions: Discussion with ICSA and IFA (15 Nov 2012)
Tom Barry: I apologise. With regard to schemes, I would not be over-zealous in trying to cut all of the staff in the Department because things will not work without staff. We must be careful that we do not try to remove all of the staff in the Department. There are some very good staff in the Department. We must reach a balance and savings must be achieved in some sort of shared fashion. We want...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Budget Submissions: Discussion with ICSA and IFA (15 Nov 2012)
Tom Barry: I apologise for my late arrival. I thank our guests for attending. I read their submission briefly and many of the points made make sense. As I went through them, I was struck by one, in particular. The budget is under pressure and there will be cuts. However, we must be realistic, as every Department is in the same position. It would be good if we could tell our guests that everything...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Food Harvest 2020: Discussion with Department of Agriculture, Food and the Marine (6 Nov 2012)
Tom Barry: I will make a brief comment on Food Harvest 2020. I have always gone along with the philosophy that every acre must earn for this country to reach its optimum. I would like to make the Department officials aware of a presentation by the Teagasc tillage stakeholders' group tomorrow on a report that was put together with the help of Teagasc and many of us in the industry in regard to tillage....
