Bobby Aylward: Is the funding running out in targeted agricultural modernisation scheme, TAMS, for the farmers building milk parlours etc.? Some farmers spoke to me recently to say it was not guaranteed that grants would be paid. Has the money in TAMS been overspent or is it running out?
