Access to Credit: Motion (Resumed) [Private Members] (13 Nov 2013)

Séamus Kirk: Fianna Fáil calls for the establishment of a State-sponsored enterprise bank as a means of addressing the permanent funding gap in the banking sector. This was a commitment in the programme for Government but it has not been delivered. Efforts to encourage non-bank funding has been completely inadequate to date. The high profile announcements about seed capital, loan guarantees and...

Séamus Kirk: I welcome the opportunity to contribute briefly to the Second Stage debate on the Health (Alteration of Criteria for Eligibility) (No. 2) Bill 2013. The purpose of the Bill is to amend the Health Act 1970, as amended, to change the eligibility rules for medical cards for persons aged 70 years and over. The legislation will come into operation immediately on enactment. The Bill sets the...

Finance (No. 2) Bill 2013: Second Stage (Resumed) (7 Nov 2013)

Séamus Kirk: I am glad to have the opportunity to make a brief contribution to this debate. A number of underhand changes included in the budget will have a significant impact on people's incomes, for example, the increase in the DIRT tax, the reduction in the tax credit for medical insurance and the abolition of the single parent tax credit. I am glad to hear the Minister is contemplating introducing...

Order of Business (7 Nov 2013)

Séamus Kirk: In the general health care area, what is the position in identifying cross-Border synergies between hospitals in the north east and immediately north of the Border, for example? Are there exchanges between the Department of Foreign Affairs and Trade and the corresponding bodies in the North with regard to developing possibilities, particularly in the context of potential savings for the...

Order of Business (5 Nov 2013)

Séamus Kirk: As the Taoiseach rightly noted, the Constitutional Convention has done a considerable amount of work and has made recommendations to the Government on a number of issues. At this point, the Government's intentions with regard to the holding of the various referenda are unclear. The Taoiseach has just indicated that no referendum will be held during 2014 and that the next one might possibly...

Joint Oireachtas Committee on Public Service Oversight and Petitions: Ombudsman and Information Commissioner: Discussion with Nominee (23 Oct 2013)

Séamus Kirk: I join other members of the committee in welcoming Mr. Tyndall, the Ombudsman-designate. Are there significant differences between the legislative remit of the Irish and Welsh offices? Is there any agreement or benchmarking arrangement between the Ombudsman’s office and Departments and State agencies on dealing with repeat complaints? How adequate are the office’s powers for...

Topical Issue Debate: Symphysiotomy Report (22 Oct 2013)

Séamus Kirk: I thank the Ceann Comhairle for the opportunity to raise this matter. The issue of symphysiotomy is rather topical and important in the north east but the debate is not confined to there. A number of people throughout the country are directly affected by it. There are between 232 and 250 in the age range of late 50s to 90s who are directly affected by the issue. The Government invited...

Topical Issue Debate: Symphysiotomy Report (22 Oct 2013)

Séamus Kirk: We need to inject urgency into this matter. It has been around, as the Minister has noted, since 2004 and it has been on the agenda since then. We need urgency and we need it to be dealt with as quickly as possible. The sooner the Government considers the Walsh report and what is to be done subsequently, the better because we need to bring comfort and solace to the people involved.

Order of Business (22 Oct 2013)

Séamus Kirk: Perhaps the Taoiseach might advise the House about the Narrow Water bridge project and where it stands now. Can we expect it will proceed or what exactly is the position? Unfortunately, many businesses are being wound up around the country for obvious reasons. Local authorities appear to have a difficulty on rates arrears and there are constraints on local authority accounts departments...

Financial Resolutions 2014 - Financial Resolution No. 8: General (Resumed) (16 Oct 2013)

Séamus Kirk: I am grateful for the opportunity to make a brief contribution to the budget debate. The chief executive officer of ALONE claims yesterday's budget is another example of how this Government fails to support those in need. ALONE supports older people in need through a befriending service, long-term housing and crisis support in the community. It said:The measures detailed in Budget 2014...
