Victor Boyhan: I echo what Senator Norris has said. Senator McDowell cannot be here because he has other matters to which to attend today. He is fully aware and supportive of this amendment. He has a very learned and legal mind and he is a former Attorney General, a former Minister for Justice, a former Tánaiste and a former Cabinet Minister.
