Bernard Durkan: The leaders, the people and individual member states need to be, at the least, facing in the same general direction before we succeed to the extent that we go in that direction. I do not necessarily agree with a federal Europe but a good deal of movement must take place between then and now which could be greatly beneficial to the European concept.
