Stephen Donnelly: I thank Professor Nolan. How likely does he think we are to see a second wave of sufficient scale that we would have to look at closing down schools and businesses again and restricting civil liberties again? That really is the question many people want an answer to. I know there is no perfect answer. I am just looking for Professor Nolan's opinion.
