Written Answers — Department of Communications, Energy and Natural Resources: Compensation Schemes (13 Dec 2016)

Seán Kyne: Ireland’s Eel Management Plan (EMP) under EU Regulation 1100/2007, which included a closure of commercial fishing, was approved by the European Commission in 2009. Ireland's EMP and its conservation measures were reviewed in 2012 and again in 2015 in accordance with the EU Regulation. Both reviews involved an examination of the latest scientific data and the...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Departmental Funding (7 Dec 2016)

Seán Kyne: As I indicated in my response to Parliamentary Question No 372 on 22 November 2016 in regard to the 2017 Estimate provisions, almost €60m has been provided in the Estimates for the Irish language, Gaeltacht and Islands programme, including funding for An Foras Teanga. The budget for Foras na Gaeilge is subject to approval by the North South Ministerial Council, given its status as an...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Departmental Funding (7 Dec 2016)

Seán Kyne: I refer the Deputy to previous replies given to Parliamentary Questions in relation to this matter. As I mentioned in these replies , an additional €1m in once-off capital funding was secured for an Údarás na Gaeltachta as part of the 2016 Revised Estimates. This has been retained for this year. This means the Budget 2017 baseline capital allocation for Údarás na...

Electoral (Amendment) (No. 3) Bill 2014: Second Stage [Private Members] (6 Dec 2016)

Seán Kyne: Cuirim fáilte roimh an mBille seo agus an obair atá déanta ag an Teachta Ó Cuív chun an Bille seo a ullmhú. Tá sé ag smaoineamh agus ag labhairt faoin ábhar seo ar feadh na blianta agus táim sásta go bhfuil an Rialtas ag glacadh leis an mBille. I commend Deputy Ó Cuív on his preparation of and work on this Bill and on his...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Buiséad Údarás na Gaeltachta (6 Dec 2016)

Seán Kyne: Ós rud é gur eagraíocht neamhspleách reachtúil é Údarás na Gaeltachta, tuigfidh an Teachta gur faoin eagraíocht féin atá sé breithniú a dhéanamh ar chonas an chistíocht a chuirtear ar fáil dó go bliantúil a chur chun fónaimh i gcomhthéacs na gcúramaí atá sainithe dó, lena...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Scéim na gCúntóirí Teanga (6 Dec 2016)

Seán Kyne: Mar is eol don Teachta, tá deontas de bhreis ar €548,600 in iomlán ceadaithe agam do Mhuintearas Teo don scoilbhlian 2016/17 le cumasú dóibh beartais Scéim na gCúntóirí Teanga a chur i bhfeidhm thar ceann mo Roinne i nDún na nGall, i gceantar an Iarthair agus i gCo na Mí. Níl aon ghearradh siar déanta ar an maoiniú ó...

Written Answers — Department of Communications, Energy and Natural Resources: Fisheries Protection (6 Dec 2016)

Seán Kyne: Ireland manages salmon stocks on an individual river basis. This management is carried out by Inland Fisheries Ireland (IFI), the State Agency with statutory responsibility for inland fisheries. Management is based on the fact that each of Ireland’s 147 salmon rivers, sections of rivers etc., has its own unique stock of salmon which migrates to sea as juveniles and returns to the...

Written Answers — Department of Communications, Energy and Natural Resources: Inland Fisheries Data (6 Dec 2016)

Seán Kyne: Inland Fisheries Ireland (IFI) carried out a catchment wide fish stock survey in the River Barrow catchment between June 29th and August 13th 2015. The main channel and all major sub-catchments were surveyed to assess fish status. A total of 119 sites in 20 tributary streams (Aughnavaud, Burren, Clashganny, Cushina, Douglas, Duiske, Figile, Greese, Lerr, Mountain, Owenass, Pollmounty,...

Prisons (Solitary Confinement) (Amendment) Bill 2016: Second Stage [Private Members] (1 Dec 2016)

Seán Kyne: I thank Deputy Clare Daly for raising this important topic. I welcome the views of the various contributors to this debate and the many compelling testimonies that were put on the record of the House by many Deputies. The Bill cuts across a range of important issues which includes the treatment of prisoners and control, discipline and sanctions in a prison context. These are central issues...

Prisons (Solitary Confinement) (Amendment) Bill 2016: Second Stage [Private Members] (1 Dec 2016)

Seán Kyne: I have been asked by the Tánaiste and Minister for Justice and Equality, Deputy Frances Fitzgerald, to respond to this Private Member’s Bill on her behalf as she is unavoidably engaged elsewhere. I take this opportunity to express the Government’s condolences to the family of Judge Michael Reilly, the Inspector of Prisons, who passed away last Saturday. He was robust...

Topical Issue Debate: Waste Disposal Charges (1 Dec 2016)

Seán Kyne: As I have stated, my Department is reviewing how we can best encourage households to segregate and recycle their waste by using appropriate charging structures. In terms of our impact on the environment and our potential to exploit the value of the waste that we cannot avoid producing, particular pricing mechanisms have been shown to be very effective in terms of changing our behaviour. My...

Topical Issue Debate: Waste Disposal Charges (1 Dec 2016)

Seán Kyne: I will be happy to bring that example to the attention of the Minister if the Deputy will provide the information. As I said, I have been informed that a small number of customers who produce consistently high levels of waste are being offered an opportunity to bring their waste presentation more in line with average figures in an effort to reduce the health and safety issues associated with...

Topical Issue Debate: Waste Disposal Charges (1 Dec 2016)

Seán Kyne: I thank Deputy Moynihan for raising this issue, to which I am responding on behalf of the Minister, Deputy Naughten. The charges applied by waste management companies are matters for those companies and their customers, subject to compliance with all applicable environmental and other relevant legislation, including contract and consumer legislation. The mandatory pay-by-weight per...

Topical Issue Debate: Seirbhísí Farantóireachta (1 Dec 2016)

Seán Kyne: Maidir leis an bpróiseas, chuir mé an Teachta Connolly, an Teachta Ó Cuív agus na Teachtaí eile sa Dáilcheantar ar an eolas faoi chuile rud. Pléadh an t-ábhar seo ag cruinniú le baill Chomhairle Chontae na Gaillimhe coicís ó shin. Ní raibh chuile dhuine ar an intinn céanna. Níor tháinig moladh as an gcruinniú...

Topical Issue Debate: Seirbhísí Farantóireachta (1 Dec 2016)

Seán Kyne: Ar dtús báire, ba mhaith liom buíochas a ghabháil leis na Teachtaí as ucht an t-ábhar tábhachtach seo a ardú. Mar is eol do na Teachtaí, tá rudaí bogtha ar aghaidh óna raibh díospóireacht againn ar an ábhar ag deireadh mhí Dheireadh Fómhair. Chuir an comhlacht farantóireachta siar an fógra a...

Select Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Business of Committee (1 Dec 2016)

Seán Kyne: I thank the Chairman for giving me this opportunity. I assure the committee that the Department is doing everything it can. I am in constant contact with my Oireachtas colleagues in the constituency, including Deputy Ó Cuív and the Chairman's party colleague, Senator Ó Clochartaigh, and the councillors who represent the local area. As members are probably aware, Galway...

Select Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(1 Dec 2016)

Seán Kyne: As I understand it, no tender was agreed with a company for travel to Inis Mór. There is presently no contract with Inis Mór because the tenderer at the time agreed to provide the service without subsidy all-year around. Subsequently the difficulties arose because of a county council decision on fees. That is where the problem lies at the moment.

Select Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(1 Dec 2016)

Seán Kyne: Yes, it goes back to 2012. A decision was made after that. The people responsible put it out to tender. The company applied for the tender and was the only applicant. Subsequently, the company agreed to provide the service without a contract or subsidy.

Select Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(1 Dec 2016)

Seán Kyne: The last figures I saw for the tender to Inis Mór indicated the cost was €47,000, but I will confirm that. A decision was made to go with Inis Oirr and Inis Meáin alone. That contract expires at the end of 2017. There is no contract at present for Inis Mór. I have undertaken to start a process of consultation with all three islands as soon as possible in the new...

Select Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(1 Dec 2016)

Seán Kyne: We are keeping the air service under review. This is being dealt with by the Office of Government Procurement. I understand there have been some technical issues and the officials responsible are in discussion with the Office of the Attorney General and communication is issuing back and forth between tenderers and the Attorney General's office. We are keeping an eye on this and if there is...
