- Seanad: Order of Business. - Budget Statement: Motion. (3 Dec 2003)
Martin Mansergh: The Senator remembers the 2.5% â that is right. There has been much debate in the past 24 hours and previously about community employment schemes. In that context, I am glad to see the new rural initiative which will employ an extra 2,500 people. Opposition Senators will find that will fill some of the gaps.
- Seanad: Order of Business. - Budget Statement: Motion. (3 Dec 2003)
Martin Mansergh: I am sure the Minister will elaborate at greater length. Both sides of the House were keen that film tax relief be extended, which it has been as I said it would. This is a good budget that will help the economy strengthen again in the course of the year. It is fantastic that in the middle of a downturn we have an unemployment rate of 4.5% and employment is still growing.
- Seanad: Order of Business. - Budget Statement: Motion. (3 Dec 2003)

Martin Mansergh: Yes I have one question for the Leader. I would like to support Senator Leyden's request for a balanced debate on the Middle East. If the way the security fence is drawn is unacceptable so are the suicide bombings which kill many innocent civilians.
- Seanad: Address by Ms Nuala Ahern, MEP. (27 Nov 2003)
Martin Mansergh: I welcome Ms Ahern to the House. I am much in sympathy with what she said about the nuclear industry. If the Government wanted to invest â¬36 million in Aer Lingus, the EU Commission would quickly point out that it was entirely contrary to laws and rules of competition etc. and would constitute unacceptable State aid. It is extraordinary that no one blinks an eyelid when â¬36 billion is...

- Seanad: Order of Business. (26 Nov 2003)

- Seanad: Order of Business. (26 Nov 2003)
Martin Mansergh: Churches have every right to make representations on any issues they wish.
- Seanad: Address by Mr. Joe McCartin, MEP. (26 Nov 2003)
Martin Mansergh: I too greatly appreciated and enjoyed Mr. McCartin's contribution. Having watched and taken an interest in the affairs of the European Parliament for over 20 years, I admire Mr. McCartin's independent mind, within the framework of his party. Regardless of whether one agrees with him, no one could doubt his political courage. We are not elected to this or any other House or parliament to be...
- Seanad: Address by Mr. Joe McCartin, MEP. (26 Nov 2003)
Martin Mansergh: It is a union of states and citizens that brings the two together in a very benign form. Although the final decisions on the European constitution have not been taken, the parameters are reasonably clear. Does Mr. McCartin believe it likely, unless something very unexpected happens, that there is anything in the outcomes expected within the next month or two that would make it necessary for...
