Brian Stanley: Dr. Byrne will understand that we have a problem with self-certification in this country. We have many legacy problems because of a dependence on self-certification. The point I am making to Dr. Byrne is that in terms of value for money and good outcomes, it is very important that the SEAI is in control. However, it does carry out full inspections across the three schemes on a targeted basis.
