Water Services (No. 2) Bill 2013 [Seanad]: Committee and Remaining Stages (19 Dec 2013)

Joe O'Reilly: I hope this section is the correct one, but the Leas-Cheann Comhairle can correct me if I am wrong. While all of us in local authority areas in all constituencies accept the great priority of the city of Dublin in terms of population and its particular difficulties and while we are all in favour of dealing with it, we are afraid that in the process of dealing with it, without strong...

Water Services (No. 2) Bill 2013 [Seanad]: Committee and Remaining Stages (19 Dec 2013)

Joe O'Reilly: I want to raise with the Minister of State the matter of the pensions of staff who transfer from county councils to Irish Water. It would be a huge imposition on councils if they had to continue to fund these pensions as they fund the pensions of staff from within their own resources. Such an imposition would present a huge bill for them. I would like the Minister of State to indicate how...

Water Services (No. 2) Bill 2013 [Seanad]: Committee and Remaining Stages (19 Dec 2013)

Joe O'Reilly: I thank the Minister of State for his reply. I am reassured by and happy with that response. Encouraged by that success, may I raise another question under this section?

Water Services (No.2) Bill 2013: Second Stage (Resumed) (19 Dec 2013)

Joe O'Reilly: I accept the concept of metering and payment for the supply for water from the point of view of conservation of water, the maintenance of a proper infrastructure and general equity, but as I accept the principle, it is also important to have a robust household allowance system in place. That is provided for in the programme for Government and will be defined in a budgetary context each year....

Joint Oireachtas Committee on European Union Affairs: Annual Report 2012: Discussion with European Court of Auditors (17 Dec 2013)

Joe O'Reilly: I welcome Mr. Cardiff and his team. I share my colleagues' concern about the increasing error rate, which is hardly good news. As regards the agriculture sector, I was heartened to hear Mr. Fennessy say Ireland was not high in the error, misappropriation or irregularities rankings. My own observations support that view. From my constituency work, I know that the bulk of farmers' mapping...

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Effects of Violence: Discussion with Families of the Disappeared, WAVE Trauma Centre and Peace Factory (12 Dec 2013)

Joe O'Reilly: I have a final comment to make, with the Chairman's permission. It was very interesting to hear from Mr. Megraw that there is somebody out there with information about the Wilkinstown site. That is worthy of emphasis. The individual in question should be approached and assured that he or she can speak to the commission in confidence and with immunity, without any adverse personal...

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Effects of Violence: Discussion with Families of the Disappeared, WAVE Trauma Centre and Peace Factory (12 Dec 2013)

Joe O'Reilly: What would happen? Does it involve counselling, lectures or so on? What is the procedure? People would need to know what their money was going towards.

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Effects of Violence: Discussion with Families of the Disappeared, WAVE Trauma Centre and Peace Factory (12 Dec 2013)

Joe O'Reilly: I wish to pay tribute to the courage of Anne Morgan and Denise Mullen Fox and all the delegates for speaking out in public about their situation. It is not easy and certainly not easy in formal settings such as this committee meeting. I congratulate them for their excellent presentations which they have delivered with great passion and personal sincerity. I was happy that the Minister for...

Assisted Decision-Making (Capacity) Bill 2013: Second Stage (Resumed) (11 Dec 2013)

Joe O'Reilly: I commend the Minister, Deputy Shatter, and the Minister of State, Deputy Lynch, for their work on the Bill to which I will allude later. In 2007, Ireland signed the UN Convention on the Rights of the Person with Disabilities. I am proud to say that we were one of the first countries to sign that convention. When we signed the convention in 2007, we were making a commitment, under Article...

Order of Business (4 Dec 2013)

Joe O'Reilly: When is it proposed to introduce the geothermal energy development Bill? Geothermal energy, which a 1974 report says is readily available in this country, is a clean and sustainable energy source. The legislation would allow for licensing, regulation and exploration and would get the necessary exploration going. It is a vital development.
