Rónán Mullen: It may be. My understanding is that if an issue arises out of a discussion on Committee Stage that it can be moved on Report Stage. I hope that what I have said will suffice for such a discussion because the issues Senator Quinn raised were very important and it is important that they would be discussed. Senator Quinn raised the issues in the amendment and I raise them now.
