- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: These are important amendments. Amendments numbers 93 to 101, inclusive, expand the definition of secondary information source to include the very wide range of actors that we know were involved in the adoption process. The current list does not make explicit reference to any persons or organisations involved in facilitating adoptions, the care of adopted people and family separation....
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: I also must go to the Chamber shortly to speak. It is quite telling that with the exception of Deputy Pringle, the only people here really speaking on the amendments are women and now we are all going to speak on International Women's Day so it is bad timing in terms of the schedule. I think the Chairman and everybody else is really aware of the highly contested issue around mandatory...
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: I would like to come in on a couple of things the Minister said, including that this could be a constitutional problem. I do not think that anyone for a second believes we would have to change the Constitution to allow people to exercise a right they ultimately should and do already have. We had that conversation around the general data protection regulation, GDPR, and law. There is a...
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: That is 99 people. What percentage of people? That is not parents; that is relatives.
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: It is not specific to parents, which is the point I was making. We heard at committee that there are more adopted people who want to exercise their right to privacy rather than their right to information than there are parents. All we hear from the Government, and now again from the Minister, is the parent's right to privacy. There are more children, many of whom are now adults, obviously,...
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: And to their parents
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: Of course
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: We all know there are different ways to convey things. We did it again - talking about the right to privacy of the parent and never referencing the right to privacy of adopted people as well. That is what we heard more in the committee - there were more adopted people who wanted to exercise their right to privacy than parents whose children were forcibly removed from their care. I am just...
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: They can register a no-contact preference as well.
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: I must go to the Dáil Chamber.
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: For clarity, the Minister said 1% of the people who are on that register have registered a no-contact preference.
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: In the same way that a parent could do.
- Ceisteanna Eile - Other Questions: Special Areas of Conservation (3 Mar 2022)
Holly Cairns: I thank the Minister of State for his answer. A related issue is the status of the proposed natural heritage areas. There are 632 proposed natural heritage areas, including Garrylucas Bog near Kinsale about which I have spoken to the Minister of State before. The status of the proposed natural heritage area does not provide the same level of protection as an actual natural heritage...

- Ceisteanna Eile - Other Questions: Special Areas of Conservation (3 Mar 2022)
Holly Cairns: 124. To ask the Minister for Housing, Planning, and Local Government if a dedicated conservation management plan has been put in place for the Lough Hyne marine nature reserve. [11737/22]
- Ceisteanna Eile - Other Questions: Special Areas of Conservation (3 Mar 2022)
Holly Cairns: Lough Hyne is an incredible natural area in west Cork. It was designated as Ireland's first marine natural reserve in 1981. However, it is unclear what resources are in place to protect and enhance this invaluable marine sea lough. I ask the Minister of State to outline the status of the site's conservation management plan and the systems to implement that plan.
- Ceisteanna Eile - Other Questions: Special Areas of Conservation (3 Mar 2022)
Holly Cairns: I thank the Minister of State. As he will be aware, Lough Hyne is a natural site of incredible beauty with distinct ecological significance. As a marine sea lough, it sustains rich biodiversity. It needs to be protected. Although the Department and the NPWS have a conservation plan in place for Lough Hyne nature reserve, there is no visible evidence of on-the-ground measures or personnel...
