- Seanad: Housing Provision: Statements (30 Jan 2019)
Victor Boyhan: I warmly welcome the Minister. I want to start by thanking some people because sometimes we get lost in all of the controversies and setbacks on housing. I thank the chief executives of the local authorities, some of whom are watching. Two or three days ago I made a request of them by email and I can happily tell the House that 26 of the chief executives wrote back with data. This is...
- Seanad: Housing for Elderly People: Motion (30 Jan 2019)
Victor Boyhan: I welcome the Minister of State and thank him for his presence. I know that he has a great interest in this issue. I thank Senator Reilly and the Fine Gael Party for bringing forward this proposal which is appropriate. I also acknowledge, as Senator Reilly did, the work of the Chairman of the Oireachtas Joint Committee on Housing, Planning and Local Government, Deputy Bailey, and Deputy...
- Seanad: Housing for Elderly People: Motion (30 Jan 2019)
Victor Boyhan: Absolutely but they cannot vary it. Under the legislation, will the Minister of State clarify for me that elected county and city councillors can request their chief executive to write a report on a proposal to vary the development plan, but if the chief executive does not wish to proceed it cannot happen. That is a joke in terms of local government. We will be electing councillors again...

Victor Boyhan: They appreciate it.

Victor Boyhan: We were speaking about mayors and not boundary changes.
- Seanad: Directly Elected Mayors: Statements (29 Jan 2019)
Victor Boyhan: I welcome the Minister of State to the House once again. He is attempting to embark on major local government reform, which is his area of responsibility. The Taoiseach has tasked him with doing so and leading from the front in that regard. He is well able and motivated to so do. The Minister of State addressed the Dáil on Thursday, 24 January 2019 and set out more or less the same...

Victor Boyhan: Well said.
- Seanad: Address to Seanad Éireann by Mr. John Horan (29 Jan 2019)
Victor Boyhan: I warmly welcome an t-uachtarán to the Seanad. I also welcome his wife, his family, the Oireachtas Members, Deputies, the sitting county councillors and the distinguished guests who are in the audience. I acknowledge that this event would not have happened without a lot of work being done by a lot of people. They know who they are and I thank them for making this possible. As I sat...
- Seanad: Gnó an tSeanaid - Business of Seanad (29 Jan 2019)
Victor Boyhan: No one said it was not. We will deal with the Senator's decision daily.
- Seanad: An tOrd Gnó - Order of Business (29 Jan 2019)
Victor Boyhan: I thank the Leader for organising a debate and statements on directly-elected mayors. It was requested and he arranged it. I also thank the Minister for facilitating the debate and everyone else involved. It will be an interesting debate and there will be some interesting contributions. I am conscious we are dealing with the Order of Business. I appeal to the Leader to again consider an...
- Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)
Victor Boyhan: The Cathaoirleach spoke yesterday about providing guidance regarding the Order of Business and he was dead right and spot on. I reflected on that and all Senators will have received correspondence from the Cathaoirleach's office on the matter. I will make a suggestion to the Deputy Leader. The Cathaoirleach, in his letter, makes the valid point that Members may support, oppose or seek to...
- Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)
Victor Boyhan: This room is too cold.
- Seanad: Climate Action: Statements (24 Jan 2019)
Victor Boyhan: I welcome the Minister to what is a challenging yet very exciting Ministry. I have no doubt he will excel as he does in most things. I genuinely wish him well. I will not repeat what previous speakers have said. It would be helpful if the Minister could circulate his speech because it is always helpful to have it. I came in thinking there was one but there is not one.
- Seanad: Climate Action: Statements (24 Jan 2019)
Victor Boyhan: I know the Minister can wing it, and wing it well, but it would be helpful to reference it. What Senator Humphreys said was right in that it was a bit of a sham when we had Ministers coming into the House, darting in from the side, saying their piece and then running out. They did not have the courtesy to stay here and listen to the Members. I thought that was quite disrespectful. It is...
- Seanad: An tOrd Gnó - Order of Business (23 Jan 2019)
Victor Boyhan: I endorse everything Senator Lawless said on the E3 visa legislation and I commend and thank him. We in this House owe him and others in both Houses of the Oireachtas a debt of gratitude. It is important work and it is continuing. I can see why the Taoiseach of the day appointed Senator Lawless. I wish him well with that and I hope we can use our connections to push the matter along. I...
