Denis O'Donovan: The Minister, Deputy Bruton, outlined to the Senator's colleague, Senator Warfield, his reasons for not being able to facilitate a change. I believe they were constitutional reasons. Senator Gavan is entitled to press his issue, but it was debated at length this morning.

Is that the position?
