Holly Cairns: The wording of the amendment is to "make available" all records. It does not provide for forcing records on anybody or insist they see them. It sounded like the Minister took it like that. Does he agree that all records should be made available at that time? Is there a better way we could word the amendment in order that he would be agreeable to it?
