Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Imelda Munster: In CyberSafeKids' submission and that of the Children's Rights Alliance, the matter of children under the age of 13 signing up for social media accounts was discussed. Will the representative from CyberSafeKids comment on the minimum age for children signing up for social media accounts? For example, is 13 too young? Second, does she have any thoughts on safeguarding children from being...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Imelda Munster: The ISPCC obtained a legal opinion on whether an individual complaints mechanism is mandated by the revised audiovisual media services directive. I ask for a summary of the main issues raised in that opinion.

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Imelda Munster: That would be great. I thank Ms Jennings.

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Imelda Munster: It has already been touched on but I want to ask about education and community awareness programmes. The witnesses have relayed their views in that regard. It was interesting to hear that the schools programmes are outdated and that there are problems with teachers not feeling confident enough to teach or portray the dangers. Have the witnesses identified specific powers that are needed in...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Imelda Munster: That is perfect. That is what I wanted to know. I thank Ms Cooney.

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (12 May 2021)

Imelda Munster: Many of the questions I planned to ask have been asked already. I will put my first question to Dr. Culloty in relation to her call for a media plurality commissioner, which seems a very positive proposal. The remit suggested in her submission is very broad, but she makes the point that many of these functions are already under the remit of the BAI. Can Dr. Culloty discuss the remit she...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (12 May 2021)

Imelda Munster: Dr. Culloty also put forward in her submission the idea of requiring online platforms catering for children to fund a portion of prevention and intervention measures. Most people would agree that makes sense. Can Dr. Culloty tell us what that will look like, very briefly? Is she talking about a levy on a percentage of profits?

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (12 May 2021)

Imelda Munster: In relation to Dr. Karen McAuley's points, Professor O'Mahony stated that the single biggest weakness in the Bill was the lack of an individual complaints mechanism. Two weeks ago, representatives from the BAI and the Data Protection Commission appeared before the committee. They flagged the lack of resources. The option at the moment is to hold platforms accountable. It has been done in...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (12 May 2021)

Imelda Munster: My question is for Professor O'Mahony. He mentioned that financial harm was not covered in the general scheme of the Bill and discussed the statistics on the number of teenagers engaged in gambling annually but I would like to mention the importance of definitions of concepts such as pornography and gross or gratuitous violence. Does he have any comments or recommendations in that regard?

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: We have received a fair amount of correspondence on that matter. The gap does seem to be closing or at least was indicative of closing but we still see significant shortfalls in the Mayo campus every year. Am I right in saying that the HEA is still listed for our programme?

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: Could I suggest that we advise the HEA that we might return to this when it appears before the committee?

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: Quite frankly, this is a farcical response. Governments, courts and businesses all over the world are conducting their business via videoconference and the OPW seems to be saying that it is unable to do so. All the while, the taxpayer is continuing to overpay for the OPW's mistake. For months, the OPW has been telling us that it would shortly be engaging with the landlord. It is...

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: The response from Caranua represents more of the same in terms of what we have come to expect from it. The survivors provided Caranua with permission to engage with us at the last committee hearing and Caranua acknowledged in that committee that it was familiar with those cases. I am not at all satisfied with the Department's response either. It appears to be hiding behind the same...

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: Yes. Caranua had also received correspondence from the survivors informing it that they had given members of the committee permission to speak on their individual cases.

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: Are we dealing with No. 481?

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: I am okay on that one.

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: I thank the Chairman. Briefly, as time has elapsed, can the committee write to the Department seeking an update on and a timeframe for the report? The correspondence is good in the sense that it is confirmation that the Department will carry out a review or an investigation into the matters that were raised by the committee with regard to strange and questionable financial practices within...

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: Deputy Carthy has covered my points.

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: On the correspondence we have received from RTÉ, it appears that RTÉ is being very selective in its responses. Many other questions were posed to the witnesses that they have not responded to. I understand that this current response is separate from the follow-up information, as the Chairman said, but I cannot see why many of the more serious matters raised are not addressed. At...

Public Accounts Committee: Financial Statements and Accounts (11 May 2021)

Imelda Munster: I hoped the committee would have received that response very promptly. A response to the question posed about how much the bill paid to Revenue was could have been included in the correspondence today. I found it astounding that when initially asked if they were aware of a forthcoming bill from Revenue for the self-employment contracts, or whether RTÉ had received a bill, twice we were...
