- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)
Imelda Munster: Facebook does not keep a record, is the answer.
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)
Imelda Munster: In recent weeks, we have had numerous groups in which advocate for children and their rights. They were saying children who have been victims of cyber bullying, for example, struggle to have the content removed. It seems to me Facebook is in favour a systemic complaints system, but all the groups we have had in are of the opinion an individual complaints mechanism is vital. Can Mr. Ó...
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)
Imelda Munster: If Facebook does not have a specific turnaround time to remove harmful content and does not keep a record of individual complaints received, surely that would add weight to having an individual complaints mechanism through which people could go, if dissatisfied with the way Facebook operates.
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)
Imelda Munster: Yes. Does Facebook keep a record the number of individual complaints?
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)
Imelda Munster: I did not get an answer on what the Irish Society for the Prevention of Cruelty to Children, ISPCC, had said about the end-to-end encryption, that it would make Facebook's child abuse detection tool completely useless.
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (13 May 2021)
Imelda Munster: There are concerns in the hospitality industry that a two-tier industry is emerging based on the reopening plan signed off by the Government. Hotels and guest houses will be able to operate indoor dining from the first day they open on 2 June. Restaurants and pubs that serve food and cafes will operate outdoor dining only from 7 June, with no date for indoor dining. The industry is also...
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: I want to touch on data centres, if I may. We know they are a vital piece of modern global infrastructure but it seems to many that Ireland is becoming a hub for these and it is unwelcome. When we take into account they take up vast tracts of land and use large amounts of water and electricity and contribute to our emissions count, they are not often seen as contributing much to the...
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: Does An Bord Pleanála accept we have approximately 66 data centres at present but there are more than 100 if we include those under construction. Is this correct?
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: EirGrid had estimated their energy consumption is less than 2% of total electricity demand but it has also projected this will increase to 29% by 2028. Would this not be a concern for An Bord Pleanála?
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: To give an example, planning permission was given for a data centre in Drogheda in 2020 but there are reports-----
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: No, I am using it as an example.
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: Yes, permission has been granted. It is in an IDA Ireland industrial park given its size but there are now reports that two further data centres are planned. When we take into account the electricity and land being taken up, the excessive amount of water being used and damn all by the way of climate opportunities and jobs-----
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: Does An Bord Pleanála take into account the cumulative environmental impact of data centres in general or are they looked at individually?
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: I have a number of questions on data centres again. With regard to individual applications for data centres, does An Bord Pleanála take into account the cumulative environmental impacts of data centres in general or is it the case that it considers each data centre application individually? For how many data centres has An Bord Pleanála refused applications? I do not mean cases...
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: Briefly-----
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: My question on multiple centres was whether An Bord Pleanála has given approval for permission from multiple data centres in one area or have they been refused? With regard to taking on board the cumulative environmental impact at national level, Mr. Walsh said it is done at local level instead. It might be for Departments but from the point of view of An Bord Pleanála, we know...
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: Surely there is room to take on board the cumulative effect at a national level at this stage.
- Public Accounts Committee: 2019 Financial Statements of An Bord Pleanála (13 May 2021)
Imelda Munster: Could we get information on the questions asked with regard to applications refused and the other questions I posed furnished to the committee?
- Written Answers — Department of Culture, Heritage and the Gaeltacht: Grant Payments (13 May 2021)
Imelda Munster: 228. To ask the Minister for Culture, Heritage and the Gaeltacht the grant programmes available to sports clubs; and if she will make a statement on the matter. [25237/21]
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)
Imelda Munster: I was in the Chamber and am only getting in on this committee now. Apologies if I ask questions that have already been asked. I have a question for each of the group representatives. I ask the Children's Rights Alliance regarding the individual complaints mechanism. We have heard over and over the matters raised at committee and it seems to be one of the main weaknesses in the general...
